HISTORIC PROPERTIES COMMISSION
Minutes of Regular Meeting
January 10, 2023
The meeting was called to order at 7:00 p.m. by Chairman, John O’Neill.
Present: Patrick Crotty, Robert Nye, John O’Neill, Debra Walters
Minutes: Motion by R. Nye, seconded by P. Crotty, to accept the minutes of the Annual Meeting
of November 15, 2022. Voting in favor: Unanimous
Waterford Historic Properties: No updates.
Waterford Historical Society Happenings: D. Walters shared that the Society has received an
Operating Funds Support Grant from CT Humanities which will be used to fund programming
for 2023. The Society is planning to repair/replace and paint all outside wood trim on the Beebe
Phillips House this Spring. They intend to apply for a matching grant from the 1772 Foundation,
administered by Preservation Connecticut, to help fund this project.
Nevins Cottage: There is nothing to report on the fate of the cottage, but R. Nye is in regular
contact with town officials in the event that any decision is made with regard to the building. As
Waterford’s municipal historian, he intends to submit a letter to First Selectman, Rob Brule,
suggesting that, pursuant to statute, the town needs to consider demolition.
Eugene O’Neill Theater Center: J. O’Neill spoke with Tiffany, Ex. Dir. and Rob, PR person,
about the work needed at the Mansion. Roofing is the priority, but no action has been taken yet
to begin this work.
Cemeteries: P. Crotty suggested that this commission look into funding the creation and
installation of small signs, naming the following cemeteries: Harris (Dimmock Road), Gorton,
(Parkway South), and Durfey Hill (Rope Ferry Road). All commissioners support the idea. He
will research style and cost.
Oil Mill District: R. Nye reported that the application is in Washington, D.C.

favor: Unanimous
