Board of Trustees Minutes for meeting on May 10, 2022 
 
 
 
1. President Rosenberg called the meeting to order at 6:00 pm. 
Trustees Present: L. Couture, B. Pisacich, N. Dragoli, C. Giordano, 
M. Wagner, A. Robarge, G. Ritter, J. Merrill, and J. Lehet. Also present C. 
Johnson, Director.  
 
 
 
2. Consent Agenda 
Motion to approve the consent agenda, including minutes, treasurer’s report and 
financial report for the meeting of March 8, 2022. Moved by J. Merrill.2nd C. 
Giordano. Motion passed 
 
 
3. President’s Report 
Aaron Rosenberg spoke to the board about the e-newsletter. Asked the board 
members: What prompted you to join the Library Board of Trustees? 
 
Senator Richard Blumenthal visited the Library on April 18 to recognize the 
Library for receiving the Let’s Talk About It: Women’s Suffrage discussion grant, 
given by the American Library Association. 
 
Discussed a few of the Library Association acronyms: 
ALA: American Library Association 
UFL: United for Libraries 
CLA: CT Library Association 
CLC: CT Library Consortium (pay to be a member) 
CSLB: CT State Library Board 
ACLB: Association of CT Library Boards 
 
  
4. Committee Reports 
Finance: B. Pisacich reported that the Finance committee met with Future 
Benefits on 5/4/2022. Discussed the objectives of the meeting: 
Want to sell the long-term bond funds within the portfolio due to rising interest 
rates. Contacted Future Benefits on 5/5/2022 and asked for a timeframe for 
selling the bond funds. Funds were sold on 5/9/2022. Looking to keep a cash 
position to cover future needs and invest the remainder into Treasury Bills and 
Treasury Bonds (laddering the maturities) 
Looking to hold the course with the stock portion of the portfolio at this time. 
 
Nominating: There are 4 trustees with terms ending 6/30/2022:

Grant Ritter – Trustee, Executive Board 
Aaron Rosenberg – President 
 
Joy Merrill – Nominated as Secretary for FY2023 
 
All members are staying on as Board Members for another Term. 
 
5. Director’s Report 

Director reported that the Town Budget – RTM Review will be on 5/11/2022 at 
7pm. 
Of April 14th the Town has put a spending freeze in effect of the fiscal year. 
 
 
Quotes for electrical work came in at around $1,800. Will be using Board 
Budgeted funds (due to Town Spending Freeze). 
Still working with carpeting companies to get quotes. Looking into quotes for 
carpet squares vs rolled carpets for the mezzanine area. 
 
Outdoor furniture to be purchased with donated funds from Angelina Barcello 
memorial. 2 sets of Polywood Adirondack chairs with attached table.  
 
Grant request was made to Dominion Energy Foundation for $3,400 to fund the 
summer series of al fresco concerts. 
 
Jennifer Smith is leaving the Library to take a job as Library Director in Ledyard. 
Kim Lehet will be coming back to the Library for Children’s Indoor (and Outdoor) 
Storytime. 
 
The Library will have a booth at the Waterford Farmers Market (at no cost) on 
June 18 and 25. 
 
6. Old Business 
Going to delay assessing fines for now. 
 
Director asking to be able to let the Library Meeting rooms (if not already booked) 
for use of less than a “group” of 3 people. Motion made my M. Wagner, 2nd: B. 
Pisacich. Motion Passed. 
 
 
7. New Business 
Current Printer/Copier lease is up. Looking to add credit card payment to the new 
system. Looking to lease 2 printers. Discussed increasing the cost per copy 
(black) from $0.10 to $0.15. Motion made by President Rosenberg. Moved by 
Ritter, 2nd by N. Dragoli. Motion passed. 
 
Library Strategic Plan: Looking to re-visit 
 
Annual Board Dinner: Booked Tony D’s on August 18th at 5:30. 
 
 
8. Adjournment 
 
Motion to adjourn at 7:24pm. Motion by B. Pisacich, 2nd by N. Dragoli. 
Motion carried.
