MINUTES 
HARBOR MANAGEMENT COMMISSION 
REGULAR MEETING- ZOOM ACCESS 
Wednesday,  February 2, 2022 
 
Present:  
Commissioners Jane Adams, Robert DeRosa, Greg Crocker (alternate), 
 
 
 
Fred Wise, Jim Hamsher, Eva Bunnell and Harbor Master David Crocker, 
 
Absent:  
Robert Dutton, Philip Fine, Joseph Buths (alternate) and Deputy Harbor Master

1. 
The meeting was called to order at 5:05 pm and quorum established.  Greg Crocker will be voting in 
the absence of Robert Dutton. 
 
2.   The Pledge of Allegiance was recited.   
 
3.   Approval of the minutes 
 
Motion by Ms. Bunnell, seconded by Mr. Hamsher to approve the minutes of the December 1, 2021 
regular meeting, all in favor, motion passed. 
 
4. Harbor Masters Report -  
 
a) The 2022 Mooring/Pulley Pole stickers have been ordered with the same number sequence. 
 
b) The Harbor Master discussed a meeting with the Town of Waterford regarding the 
repair/replacement of finger piers at the Mago Point Dock. 
 
5. Correspondence – 
 
The East Lyme Invoice for $563.55 for ½ the cost of the Harbormaster’s vessel was approved for 
payment on a motion by Mr. DeRosa, seconded by Mr. Hamsher, all in favor, motion passed. 
 
 
 
 
6.  Applications  
 a)  The permit application for 6 Bayside Avenue was not presented. 
 
7.  Old Business   
 
a)  The inventory of moorings, a notable percentage derelict, was completed.   
 
b) A document discussing free standing structures will be discussed at next months’ meeting.  The 
Harbor Master was requested to query his counterparts in the state to understand other 
communities’ treatment of these structures 
 
c)  The FAQ’s document regarding mooring regulation and other matters for posting on the HMC 
webpage will be reviewed for edits and suggestions at the next meeting.   
 
d)  The shallow waters marker that was erroneously removed from Sandy Point by will be reinstalled 
at no cost to the commission. 
 
e)  There is invasive seaweed growth in the North end of the river that is affecting clams and oysters.  
Avery Point has been contacted for a solution.

9. Adjourn 
 
There being no further business to come before the Commission, and upon motion by Mr. Wise, 
seconded by Mr. Hamsher, the meeting was adjourned at 5:30 p.m.
