ETHICS COMMISION SPECIAL MEETING MINUTES a2 7fi oy OCTOBER 11, 2022 = as J Members Present: _ Betsy Ritter, Alternate Gs Laurie Wolfley =~ Alexa Massad = Adam Stone my w Absent: Marty Zeldis Laurie Kerp Naomi Mendelovicz, Alternate 1. Call to Order. The October 11, 2022 Special Meeting of the Ethics Commission was called to order at 7:04 p.m. by Chairlady Ritter. 2. Attendance. A quorum was established. 3. To consider and act upon the minutes of the July 5, 2022 meeting. MOTION (1): Laurie Wolfley moved to approve the July 5, 2022 Regular Meeting of the Ethics Commission, as presented. Seconded by Adam Stone. (4-0) Unanimous. 4. Review of correspondence. A. Letter from Chair Ritter to First Selectman Brule. The Commission received a copy of Ms. Ritter’s letter to First Selectman Brule. She informed the Commission to date she has received no reply from First Selectman Brule. 5. Old Business. A. Ethics Commission Records. Ms. Ritter went to the Town Clerk’s Office to verify that there were no additional records as far back as 1992 and there were none. Regular meeting minutes are open to the public. Investigations never becomes public unless there is a finding of probable cause. Mr. Stone asked are we required to document if any were destroyed? Ms. Ritter replied there is no such requirement in the Ordinances. Ms. Ritter stated she spoke to Marty Zeldis and he has notes from previous chairs of the Ethics Commission. She went through them and found nothing that should be made public. She is considering contacting previous Chairs to ask if they are aware of any findings during their terms that should be public. The present Town Attorney was not present for the entire history of the Commission. In previous conversations he indicated there may have been such findings. It was noted that if there is no probable cause, records of complaints and investigations do not become public. B. Proposed schedule of Regular Meetings in 2023: January 3, April 4, July 11 and October 3. MOTION (2): Alexa Massad moved to approve the proposed schedule of meeting dates. Seconded by Laurie Wolfey. (4-0) Unanimous. New Business. There was no new business discussed. Date for Next Meeting. The next regularly scheduled meeting of this Commission will be held on January 3, 2023 at 7 p.m. . ADJOURNMENT. MOTION (3): Adam Stone moved to adjourn the October 11, 2022 Ethics Commission Special Meeting at 7:15 p.m. Seconded by Alexia Massad. (4-0) Unanimous.
