Town of Waterford Harbor Management Commission
Regular Meeting Minutes of Wednesday, January 8, 2025
Waterford Police Station Training Room – 5:00 p.m.
1. Establish a Quorum and Call he Meeting to Order
Acting Chairperson Buths, Jr. called the meeting to order at 5:00
p.m. after establishing a quorum.
Present were Commissioners Buths, Jr., Hughes (remotely),
Jamroga, Porter and Arfi. Also present was Harbor Master Dave
Crocker. Absent were Commissioners Wise, DeRosa, Crocker and
Bunnell.
2. Pledge of Allegiance
3. Approval of the December 4, 2024, Regular Meeting Minutes
Motion made by Commissioner Jamroga, seconded by
Commissioner Porter to approve the December 4, 2024, meeting
minutes as filed. All in favor, motion carried.
4. Harbor Master Report
Harbor Master Crocker indicated that six of the eight tagged
moorings have been removed. One of moorings could not be
removed as it was attached to a floating dock and the other was too
far in to access it. Chairman Hughes inquired if it is possible to
determine who owns the two that were not pulled so that they can
be notified to remove the equipment on their own.
5. Correspondence
The Commission reviewed a mailing from Coastline Consulting &
Development LLC dated December 18, 2024, addressed to the
Harbor Management Commission regarding a CT-DEEP Certificate
of Permission Application for Millstone Power Station Maintenance

Dredging Project.
A discussion was held regarding a publication in The Day
newspaper regarding oyster farming.
6. New Business – none.
7. Old Business
a. Update Regarding Delinquent Mooring Removal for 2024
Harbor Master Crocker discussed the removal of the moorings in his
Harbor Master Report.
b. Review the Revised Application and Permitting Materials for the
2025 Season.
The Commission members reviewed the revised permitting
materials as drafted and made recommendations for amending the
documents for clarification prior to sending them out for the 2025
season. A discussion was held regarding the best timelines for
sending out the renewals to those that had moorings in the 2024
season to avoid confusion and to streamline the process in 2025.
c. Discussion from Sub-Committee Regarding Updating the Existing
Harbor Management Plan.
The sub-committee has not yet met and due to a lack of quorum
will reschedule their first meeting to February 5, 2025, at 6:00 p.m.
and will report back to the Commission at the March 5, 2025,
meeting.
8. Public Comment Relating to Waterford Harbor Management
Commission Business Only.
9. Adjournment
There being nothing further to discuss the meeting adjourned at
5:40 p.m.
