Town of Waterford Harbor Management Commission Regular Meeting Minutes of Wednesday, March 5, 2025 Louise Applebee Conference Room – Town Hall 5:00 p.m. 1. Establish a Quorum and Call the Meeting to Order Acting Chairman Buths, Jr. called the meeting to order at 5:00 p.m. after establishing a quorum. Present were Commissioners Hughes (remote), Buths, Jr., DeRosa, Jamroga, Wise, Porter and Arfi. Absent were Commissioners Crocker and Bunnell. Also present was Harbor Master David Crocker. 2. Pledge of Allegiance 3. Approval of the January 8, 2025, Regular Meeting Minutes Motion made by Commissioner Jamroga, seconded by Commissioner DeRosa to approve the January 8, 2025, meeting minutes as filed. All in favor, motion carried. 4. Harbor Master Report Harbor Master Crocker has ordered the mooring stickers for 2025, and they are green in color this year. 5. Correspondence The Commission reviewed a correspondence addressed to the Commission regarding license application for a floating dock located at 10 Shore Road, Waterford. There are two cases of the 2025 Connecticut Boater’s Guide Rules and Resources printed by the Connecticut Department of Energy and Environmental Protection in the Harbor Management Commission office for anyone who would like a copy. 6. New Business a. Update from the Harbor Management Sub-Committee regarding updating the existing Harbor Management Plan. The sub-committee was unable to meet last month but does plan to meet this month and will report back to the Commission with their progress at the next meeting. b. Discussion regarding Piling Removal by Tim Londregan from the Niantic River Chairman Hughes explained that a broken piling broke loose and was floating freely in the Niantic River. Tim Londregan was contacted, and he came out and towed it away at no cost to the Commission. c. Discussion regarding H. Plaut contact information for retrieving gear in their possession. H. Plaut was a mooring inspector who has passed away. Anyone who would like to retrieve their gear from his lot at 294 Millstone Road East can contact John Valliere at 860-442-1294. d. Discussion regarding the April 2,2025 Commission meeting to include the First Selectman and the Executive Director of the CT Port Authority. The First Selectman and the Executive Director of the CT Port Authority will be in attendance at the April 2, 2025 Harbor Management Commission meeting to discuss matters concerning the Harbor Management Commission. e. Discussion regarding Town Dock repair at Mago Point There has been interest to once again move forward with the repairs of the Town Dock at Mago Point. The Town has money set aside for the repairs and the Town is currently waiting on an engineered plan for the repairs. f. Notification of boat lift DEEP application for 168 Niantic River Road The Commission reviewed the correspondence regarding the boat lift, but the application does not require action from the Commission. 7. Old Business a. Update regarding removal of and payment for the four delinquent moorings by Jeanette Fisheries Jeanette Fisheries has removed four delinquent moorings from the waterway at the request of the Harbor Master for the Harbor Management Commission. The bill for this service has since been paid in full by the Commission. b. Review and approve the revised mooring application and permitting materials for the 2025 season. Chairman Hughes will send the most recent updated application and permitting materials to the Commission members to review before the Commission sends out the emails for renewals and posts the material on the Town website. If the Commission members have anything to add to or amend on the 2025 mooring application documents please forward it to the Commission prior to April 1, 2025. 8. Public comment relating to Waterford Harbor Management Commission business only There was no one present at the meeting to address the Commission. 9.
