MEETING MINUTES
Waterford Conservation Commission March 12, 2020
Waterford Town Hall 6:30 PM

1. CALL TO ORDER AND APPOINTMENT OF ALTERNATES 5 @ S
D. Lersch called the meeting to order at 6:36 p.m. W. Thomas was seated for R. Muckle.
2. APPROVAL of the February 27, 2020 Meeting Minutes
Motion: Motion made by W. Thomas, second by M. Stankov to approve the February 27,
2020 meeting minutes.
Vote: 4-0
3. APPLICATION REVIEW
C-20-03 994 Hartford Turnpike — Proposed Manufacturing Facility: Walter John Senkow —
Owner, Yost Manufacturing & Supply — Applicant, CLA Engineers, Inc. — Agent
Ellen Bartlett, CLA Engineers and John Carlin were present for the application.
The Commission reviewed the draft permit.
Motion: Motion by W. Thomas, second by G. Renegar to approve the draft permit.
Vote: 4-0
C-20-05 54 Rope Ferry Road — Drainage System: Rope Ferry Condominium Association, Inc.

The Commission reviewed the draft permit.
Motion: Motion by W. Thomas, second by M. Stankov to approve the draft permit.

4. NEW APPLICATIONS
C-20-06 21 Fourth Avenue — Stream Channel Maintenance - Paul & Kacie Klee — Owner &
Applicant
Paul Klee was present for the application. Mr. Klee reviewed his submitted application materials
and explained that he had removed branches and debris from the waterway on his property as
they were collecting trash. The work was done by handrake. He also cut briar shrubs from the
wetland. He would like to maintain the channel and the adjacent wetland area that was cleared.
He requested permission to remove dead and fallen trees near the stream channel. He proposes
to replant the wetland area with sweet pepper bush.

The Commission requested the cleared wetland area be re-planted with native species and to
coordinate with the Commission’s agent as to the type and number of plants. Commission
members noted that the briars will likely regenerate and will need to be re-cut. Commissioners
requested that a wetland non-encroachment area be established at the top of the stream
embankment as part of the permit authorization.
Motion: Motion by M. Stankov, second by G. Renegar to have staff prepare a draft permit.
Vote: 4-0
5. VIOLATIONS
21 Fourth Avenue — Unauthorized Clearing of Vegetation
The property owner submitted a permit application earlier in the meeting.
6. OTHER BUSINESS
e Algonquin Gas Line Inspection — Old Colchester Road
Staff reviewed the notification. The Commission directed staff to have Algonquin Gas notify the
Commissions agent when the proposed work begins and is completed.

No discussion occurred and the Commission did not enter executive session.
