1. CALL TO ORDER AND APPOINTMENT OF ALTERNATES
R. Muckle called the meeting to order at 3:00 p.m. W. Thomas and Julie Wainscott were seated
for the two vacancies.
2. APPROVAL of the March 12, 2020 Meeting Minutes
Motion: Motion made by W. Thomas, second by M. Stankov to approve the March 12,
2020 meeting minutes.
Vote: 6-0-1 (J. Wainscott abstained)
3. APPLICATION REVIEW
C-20-06 21 Fourth Avenue — Stream Channel Maintenance - Paul & Kacie Klee — Owner &
Applicant - Review Draft Permit
Motion: Motion by D. Lersch, second by J. Wainscott to approve the draft permit.
Vote: 7-0
4, VIOLATIONS
21 Fourth Avenue — Unauthorized Clearing of Vegetation
Staff reviewed with the Commission a draft approval of the wetland restoration plan. J.
Wainscott noted that due to current events the property owner should be given additional time to
replant the cleared wetland area. The Commission agreed to extend the timeframe for replanting
the cleared wetland to September 30, 2020.
Motion: Motion by M. Stankov, second by J. Wainscott to approve the proposed
restoration plan with the modification that the cleared wetland area be replanted
by September 30, 2020.
Vote: 7-0
5. OTHER BUSINESS
8-24 Referral from Planning & Zoning Commission for New Bathrooms at Waterford Beach
The Commission reviewed the referral. W. Thomas asked if alternatives had been explored. Staff
noted that the State of CT was contacted regarding FEMA building requirements in the existing
coastal AE flood hazard zone and raising the structure posed difficulties for ADA accessibility.

Motion: Motion by D. Lersch, second by G. Renegar to accept staffs findings and support
the project.
Vote: 7-0
C-15-12 20 Doyle Road — Discussion of Letter of Credit, Non-Renewal Notice from Dime Bank
Staff reviewed with the Commission the status of the performance bond for 20 Doyle Road,
Kathryn Court Estates subdivision and the Notice from Dime Bank not to renew.
Motion: Motion J. Wainscott, second by M. Stankov to demand the surrender of Letter of
Credit #2017356 for the sum of $16,400 on the finding the Town of Waterford
has received written notice of Dime Bank’s election not to review its Letter of
Credit 2017356 and the Principal has failed to provide Waterford with a substitute
letter of credit satisfactory to the Town of Waterford.

6. PAYMENT OF BILLS
The Day — $169.30
Motion: Motion by M. Stankov, second by T. Maidelis to pay the bill from The Day
$169.30.
