Town of Waterford Harbor Management Commission
Harbor Management Plan Sub-Committee
Meeting Minutes of March 18, 2025 – 5:30 p.m.
Town Hall Auditorium
1. Call to Order and Establish a Quorum
The meeting was called to order at 5:45 p.m. after establishing a
quorum.
Present were Commissioners Wise and Arfi. Absent were
Commissioners Porter and Bunnell.
The members stood for the Pledge of Allegiance.
2. Approval of the March 5, 2025, Meeting Minutes
Motion made by Commissioner Arfi, seconded by Commissioner
Wise to accept the March 5, 2025, meeting minutes as filed.
3. Review and Discuss the Existing Harbor Management Plan to
Make Recommendations for Updating the Plan and to Forward all
Recommendations to the Waterford Harbor Management
Commission for Discussion.
The Committee discussed pages 3-16 of the Plan and documented
areas for consideration by the Harbor Management Commission
when the Subcommittee review is completed. The members will
review pages 17-25 of the Plan for discussion at the next
subcommittee meeting scheduled for April 2, 2025, following the
regularly scheduled meeting.
The members discussed a review of other towns commission plan
and will check with the Town Clerks office for maps of the Niantic
River to include in the Plan.

Commissioner Bunnell has been assigned the task of researching
how to design and establish a mooring field using specifications
from other communities that have them and if there are any State
requirements to do so.
Commissioner Arfi will provide the subcommittee members with a
copy of the Plan in Word format identifying areas reviewed and
comments made during the sub-committee meetings.
4. Adjournment
There being nothing further to discuss the meeting adjourned at
6:45 p.m.
