MINUTES
HARBOR MANAGEMENT COMMISSION
REGULAR MEETING
ZOOM Meeting - Wednesday, May 5, 2021
Present:
Commissioners Jane Adams, Robert DeRosa, Philip Fine, Robert Dutton, Jim Hamsher,
Fred Wise (alternate) and Harbor Master David Crocker.
Absent:
Eva Bunnell, Greg Crocker (alternate) and Deputy Harbor Master Richard Miller

The meeting was called to order at 5:08 pm and quorum established. Fred Wise will be the voting alternate for the
meeting in Brian Lynch’s absence.
2. The Pledge of Allegiance was recited.
3. Approval of the minutes
Motion by Mr. Fine, seconded by Mr. Wise to approve minutes of the April 7, 2021 meeting, motion passed, vote 6-0.
4. Harbor Masters Report
a) A boat named “Blue Chaser” is sinking in the Mago Point area of the river. The Coast Guard was contacted and
the owner was notified.
b) There have been several new applicants for moorings this year.
c) There is a tree floating in the Jordan Cove waters. It will be monitored and if necessary be removed.
d) There is a misconception that mooring rights can be transferred in real estate deeds, Mr. Crocker clarified that
mooring gear including pulley poles is permitted for one year only. Unpermitted gear should be removed from the
river. Derelict pulley poles continue to be an issue.
5. Correspondence – None
6. Applications –
a) The permit application for 40 Niantic River Road was tabled.
b) The permit application for 11 Scotch Cap Road was tabled.
7. Old Business –
a) Mr. Fine has had no response from Tighe Bond and continues to seek assistance from Abby Piersall at the Town Hall
on the request for a one-step link to the GIS maps of the Harbor on the WHMC web page.
b) There has been no further communication from John Pinto at the CT Harbor Management Commission regarding the
Superior Court decision affecting Harbor Management Commissions.
c) Commissioners discussed ideas for establishing a mooring field.
8. New Business –
a) The COP for Dixon at 25 Park drive was received.
b) The COP for Shluger at 27 Oswegatchie Road was received.
c) There are two moorings whose coordinates need accurate GPS mapping.
d) Commissioners discussed the congestion in the Niantic River and concerns on clamming area closures.
9. Adjourn
There being no further business to come before the Commission, and upon motion by Mr. Hamsher, seconded by
Mr. DeRosa, the meeting was adjourned at 6:19 p.m.
