MINUTES 
HARBOR MANAGEMENT COMMISSION 
REGULAR MEETING 
Waterford Police Department Training Room 
Wednesday, June 2, 2021 
 
Present:  
Commissioners Jane Adams, Robert DeRosa, Philip Fine, Robert Dutton, Eva Bunnell,  
 
 
 
Greg Crocker (alternate) and Harbor Master David Crocker. 
 
Absent:  
Jim Hamsher, Fred Wise (alternate) and Deputy Harbor Master Richard Miller 
 
1. 
The meeting was called to order at 5:00 pm and quorum established. Mr. G. Crocker will be the voting alternate for 
the meeting in Mr. Hamsher’s absence. 
 
2.   The Pledge of Allegiance was recited.   
 
A motion by Ms. DeRosa, seconded by Mr. R. Dutton to the application for Mr. Baskin of 44 Niantic River Road to the 
agenda motion passed, vote 6-0. 
 
A motion by Ms. Bunnell, seconded by Mr. G. Crocker to reorder the agenda to allow Mr. Provencher to present the    
application for Mr. Baskin of 44 Niantic River Road, motion passed, vote 6-0. 
 
3.   Approval of the minutes 
 
Motion by Mr. Dutton, seconded by Mr. DeRosa to approve the minutes of the May 5, 2021 regular zoom meeting, 
motion passed, vote 6-0. 
 
4. Harbor Masters Report  
 
a)  Sound Marine was acquired by Harry Plaut. 
 
b)  There were 16 derelict moorings pulled by the Harbor Master.  The commission keeps thorough records related 
to the tagging and removal of any moorings.  
 
c)  The Harbor Master, Town Planner, Town Facilities Manager and the Waterford Police Department held a meeting 
to discuss complaints of safety related to three finger piers at the Town Dock at Mago Point.  It was decided those 
piers would be removed; the Police boat will remain at the Town Dock. The Shellfish and pump-out boats will have 
the option to continue to dock there though ultimately upon rebuilding of the Town dock relocation may be 
necessary.  The Harbor Master boat has been provided a berth at a private marina in Waterford.  
 
5. Correspondence – None 
 
 
 
6.  Applications –  
       a)  The permit application for 40 Niantic River Road was tabled. 
       b)  The permit application for 11 Scotch Cap Road was tabled. 
       c)  The permit application for Mr. Baskin of 44 Niantic River Road was presented by Dave Provencher of Coastline 
Consulting.  A motion was made by Mr. DeRosa, seconded by Mr. Fine application to find the application to be 
consistent with the Waterford Harbor Management Plan as the permit; all in favor, motion passed 6-0 
 
 
7.  Old Business –  
 
a)  Mr. Fine has been unable to contact Abby Peirsall.  He did leave a message for Liz Congo to discuss the one step 
link to the GIS maps.  It was agreed that a meeting with Abby Piersall would be arranged; Ms. Bunnell and Mr. Fine 
agreed to attend. 
 
b)  Chair Adams stated continued discussion of the East Lyme and Waterford boundary in the Niantic River.   
 
 
8.  New Business –  
 
a)  The Jeanette Fisheries invoice for $1200.00 for removal of 16 derelict moorings was approved to be paid on a 
motion by Mr. Dutton, seconded by Ms. Bunnell, motion passed, vote 6-0.

There being no further business to come before the Commission, and upon motion by Mr. Dutton, seconded by  
 
Mr. Fine, the meeting was adjourned at 5:45 p.m.
