Chairperson Gamble called the meeting to order at 5:05 p.m. in the General Meeting Room of
the Waterford Police Department. A Quorum was established.
ACCEPTANCE OF MINUTES:
MOTION: Made by Commissioner Gamble and seconded by Commissioner Brule to accept the
minutes from the January 9, 2023 Regular Meeting. Motion passed unanimously.

OLD BUSINESS:
a. Discussion of Police Chief Selection Process regarding wording of the policy.
NEW BUSINESS:
a. The Mutual Police Assistance Compact was reviewed.
MOTION: Made by Commissioner Dimmock and Seconded by Commissioner Gamble to
approve the Mutual Assistance Compact. Motion passed unanimously.
b. Chief Balestracci informed the Commission that the Town and the Waterford Police
Union have an MOU in place allowing a Sergeant to fill in for LT Ferland while he is
away attending the FBI National Academy.
c. Chief Balestracci requested reaffirmation of authority to complete in series transfers, and
to complete out of series transfers until the end of July 2023, with the understanding that
he advises the Commission of the transfers.
MOTION: Made by Commissioner Dimmock and seconded by Commissioner Gamble to grant
Chief Balestracci continued authorization to complete in series transfers with the understanding
that he advises the Commission of the transfers. Motion passed unanimously.
MOTION: Made by Commissioner Dimmock and Seconded by Commissioner Sheridan to
grant Chief Balestracci authorization to complete out of series transfers until July 31, 2023 with
the understanding that he advises the Commission of the transfers. Motion passed unanimously.
d. Officer of the Year Award was presented to Officer Fredricks.
MOTION: Made by Commissioner Dimmock and Seconded by Commissioner Gamble to
adjourn the meeting at 5:46 p.m. Motion passed unanimously.

Marc,
| just attended a Waterford Parent Liaison presentation given by Officer Lane and Officer Malburn. They were fantastic -
well prepared, professional, very informative and clearly love what they do each day in the schools. Their presentation
was very well received by the parents in attendance representing each of the five schools. Throughout their presentation it
was evident that knowing the students is one of their top priorities along with working as part of the school team to keep
everyone safe and positively engaged.
We are very fortunate to have these two officers working each day in the schools. Thank you for supporting them in their
SRO roles.

As the law in Connecticut regarding police accountability outlines the requirements for every police
organization in the State of Connecticut to achieve accreditation, the Waterford Police Department
assigned the responsibilities of this process to Administrative Sergeant Troy Gelinas.
The State of Connecticut Police Officer Standards and Training Council is responsible for ensuring each
department meets the state mandate and conducts reviews, works in partnership with and has final
authority over the entire process. The first standard set for each department was to reach Tier I approval
in the process in 2023, to which Waterford was selected for review in February of 2023, reducing the time
available to make adjustments if needed.
Tn the months leading up to the Waterford Police Department’s review and site visit, Sgt. Troy Gelinas
worked tirelessly to understand the Power DMS policy platform, reviewed and adjusted department
policies to satisfy accreditation standards and allowed our agency to be successful as we achieved Tier I
status and are well positioned for achieving Tier II status.
Representatives from the State of Connecticut who worked with our agency during the Tier I review
spoke highly of the work and knowledge that Sgt. Troy Gelinas demonstrated, to the point that several
nearby agencies have reached out to him for assistance with the process.

March 10, 2023, at around 0905 hours, a 911 call was received by the New London
Emergency Communication Center regarding a report of an armed robbery of a
vehicle that had just occurred on Brewer Street in New London.
New London dispatchers relayed over the hotline that the female victim reported
that a male wearing all dark clothing and a facemask brandished a firearm,
threatened her, and stole her vehicle by force.
Within a few minutes, the suspect was located by Waterford Police Officers on
Route 85 and after a failed attempt to stop, the suspect engaged officers in a pursuit
onto I-95 South and subsequently I-395 North. After exiting back onto Route 85, the
suspect crashed into another vehicle and then fled on foot. Following a brief foot
pursuit, officers took the suspect into custody in a wooded area nearby. A firearm
was located as well.
The apprehension of this dangerous, armed suspect would not have occurred
without the collaborated efforts of all the personnel involved.

WATERFORD POLICE DEPARTMENT TRAFFIC REPORT

Traffic Complaints:
The Traffic Officer (TO) received 5 Complaints for speeding, traffic light malfunctions, school bus issues and
crosswalk requests.
Trailer Display Signs
The display signs and battery powered speed display signs were used throughout the town according to
complaints received and historical issues on roadways.
Construction Review
Preliminary review for the second phase of Willetts Ave housing was reviewed. No large issues observed with the
plan aside from the traffic impact in which a fix has been discussed.
Roadway Changes
Proposed- Willetts Ave
Due to the recent housing developments on Willetts Ave and the pending second phase of additional
housing, the intersection of Willetts and Route 1 was found to be inadequate during peak hours. After several
discussions with the project’s owner, engineers and town officials, a plan has been brought forward to fix the
issue and allow for more expansion on Willetts Ave. (See attached plan)
Requests
FOG PLAIN ROAD-Attached you will see a proposed plan to help mitigate speeding on Fog Plain Road.
The plan is very similar to the approved plan for Niantic River Road that | believe has helped alleviate some of the
issues that roadway faced. Fog Plain Road consistently gets complaint of speed and accidents and | believe
narrowing the travel lanes and using optical speed bars on the hard corner of the road will help. | request
approval for this painting to be completed when fiscally achievable by Public Works.
OSWEGATCHIE ROAD- Another roadway with numerous complaints for residents. This complaint stems
from a large amount of pedestrian traffic especially during the warmer months. The roadway is not wide enough
to accommodate a proper bike or pedestrian lane and a sidewalk is not feasible at this time, but narrowing the
roadway with fog lines will add a buffer for pedestrians and slow down speeds in the neighborhood. | am also
requesting approval for this painting to be completed when fiscally achievable by Public Works.

« On 03/10/2023 K-9 Neo was deployed to assist in locating a
carjacking suspect who was possibly armed that fled from a
motor vehicle accident. The suspect was apprehended, and
then K-9 Neo conducted an article search in the area the sus-
pect was in.
¢ On 03/15/2023 Officer Epps and K-9 Neo assisted New Lon-
don Police with a track for a shots fired incident. The track went through many back-
yards on various streets before it was terminated.
¢ On 03/22/2023 K-9 Neo was deployed for an exterior open air sniff and interior search of
a vehicle that was involved in a shoplifting. K-9 Neo showed a positive alert in the driv-
er’s area of the vehicle. Wax baggies and narcotics were located in a compartment near
the steering wheel.
Ozzy
¢ On 03/09/2023 Officer Genung and K-9 Ozzy assisted New Lon-
don Police with a search of a residence they acquired a search
warrant for. K-9 Ozzy alerted where officers previously located !
narcotics and he also located several paraphernalia items.
¢ On 03/10/2023 K-9 Ozzy was utilized for an exterior open air
sniff and an interior search of a vehicle. K-9 Ozzy showed a
positive alert on a lock box and a bag on the floorboard. Several
pill bottles were located inside the lock box as well as a powdery residue.
¢ On 03/20/2023 K-9 Ozzy was utilized for an article search regarding a suicidal male that
had a rifle magazine located on his person. K-9 Ozzy located a rifle that had been buried
under leaves about 30 yards from the males vehicle.

March 2023 Investigations:
Investigative Services conducted multiple undercover details that targeted organized retail thefts in
Waterford during March. Investigative Service members utilized undercover vehicles, assisted by patrol, to
monitor and observe various businesses. During one operation, a suspicious vehicle was observed by Det.
Bonkowski and Det. Carroll. They coordinated the vehicle’s movements with other team members to monitor
the vehicle and its occupants. During the surveillance patrol was tasked with performing a traffic stop on the
vehicle, which did not stop and operated recklessly to avoid apprehension. No pursuit was initiated by the
officer and the vehicle description was broadcast to local police. They vehicle was stopped a short time later
on 195 in Madison with the help of the Connecticut State Police. Detectives arrested the operator and
passenger. In addition to the case detailed above, these targeted assignments resulted in 4 arrests, a fentanyl
seizure, and 2 suspects identified in fraud crimes for other law enforcement agencies.
Det. O’Connell began a burglary investigation in February of 2023. As a result of this investigation 2 arrest
warrants were authorized and ultimately both suspects were arrested. Merchandise was not recovered as local
pawn shops refused the suspects when they attempted to pawn (sell) the stolen items.
Investigative Services obtained 6 search warrants for on-going investigations.
Task Force Report:
During March the New London Police had a shooting in the area of the New London High School. This
incident impacted the Clark Lane School due to proximity to the shooting and the direction the suspects fled.
No one was injured in the shooting. The VCTF and Investigative Services assisted and a suspect was
developed and later arrested by NLPD and VCTF officers.
In the month of March, the VCTF assisted in the Hartford area with 5 federal search warrants and 2 state
warrants resulting in the recovery of approximately | million dollars in cash as well as several pounds of
narcotics and over 15 firearms. The task force executed 4 search warrants resulting in the recovery of 2
handguns and narcotics in New London & Groton. VCTF had approximately 10 other narcotics and warrant
related arrests.

New Officer Updates
Hiring Process: Waterford Police Department has opened up the hiring process
for both entry level and certified officers through March 31, 2023. Training Officer
Nicolas Surdo continues his efforts in recruiting by attending the monthly Law En-
forcement Council (LEC) written examination. This is a good opportunity to engage
with the candidates, inform them of the opportunities at the police department and
provide information on the next steps and what to expect going forward in the hir-
ing process.
Recruit Andrew Reed is continuing his training at the Law Enforcement Council
(LEC) Eastern Regional Police Academy. Recruit Andrew Reed has conducted prac-
tical's to include motor vehicle stop techniques and search and seizure.
In-House Trainings: Waterford Police Department hosted a Crime Scene Proce-
dure training put on by The Spector Criminal Justice Training Network. This three-
day course provides officers with proper procedures from initial arrival on scene, to
determining which evidence to process and which evidence to collect. Waterford PD
received two free seats for hosting the course.

Sergeant Richard Avdevich and Officer Christopher Ewing attended a five-day
EMT-Refresher course in Montville. The course gave instruction on CPR, AED,
Human Trafficking for EMS, among many others. The State certification is good
for two years.
Officer Raymond Rodriguez attended a five-day Interview and Interrogation
course at POSTC, Meriden. The course instructed officers on the various tech-
niques on preparing for the interrogation, legal aspects and admissibility in court,
developing rapport and physiological responses.
Officer Peter Barrows attended a one-day Search & Seizure Review course
through the Spector Criminal Justice Training Network at UCONN PD. The
course spoke about the 4th, 5th & 6th Amendment protections, Due Process, Ex-
ceptions to the search warrant requirement, among many more.
Officer Jake Nickerson attended a one-day GLOCK Armorers course at Meriden
PD. The one-day course instructs attendees how to breakdown, reassemble, diag-
nose issues and replace parts on the GLOCK firearm.
Chief Marc Balestracci, Sergeant Richard Avdevich, Officer Peter Barrows and
Officer Mark Devine attended a one-day Emotional Survival for Law Enforcement
course in Plantsville. The course focused on dealing with employees having diffi-
culties in their personal and professional lives and intervention strategies.
Detective Raymond Carroll attended a five-day Patrol Rifle Instructor Course
through the Capitol Region Firearms Training Unit at the Manchester PD Range.
Officer Zachary Caler, Officer Stephen Rogers, Officer Peter Barrows and Officer
Christopher Robinson attended a two-day National Honor Guard Academy work-
shop at the Plainville FD. The workshop included drill movement, flag etiquette,
color guard commands and casket watch procedures.
Sergeant Troy Gelinas and Sergeant Patrick Flanagan attended the three-day
FBI Regional Command College CT Chapter in Uncasville. The course focused on
crisis communications and command leadership.

Carjacking/Vehicle Pursuit Patrol Calls for Service
On March 10, 2023 an armed carjacking occurred in New London where Monthly Snap Shot:
a firearm was displayed. The New London Police advised over the
hotline of the vehicle and suspect description. Officer Epps located the Total Service Calls 2226
vehicle and suspect on Broad Street in our town. The suspect engaged
Officer Epps in a pursuit that continued for approximately seven miles on Case Numbers 171
and off the highway that ended on RTE 85 near I-395 in our town. The
suspect caused an accident and then fled from the scene into a wooded
area. The suspect was apprehended a short time later. An unloaded Juvenile Arrests 3
firearm was located inside the vehicle and the magazine for that firearm
was located by K9 Neo in the wooded area where the suspect had been.
The suspect was charged with Engaging Police In a Pursuit and Arrest Warrants 12
Interfering with an Officer.

Weapon in a Motor Vehicle Arrest
On March 16, 2023 Officer Scarpa located a suspicious vehicle in the Home Depot parking lot. Of-
ficer Scarpa determined the vehicle was a misuse and did not have a valid registration. A traffic stop
was conducted a short time later. After a brief investigation officers on scene located narcotics not
in its original container and an electronic control weapon inside the vehicle, and determined the ve-
hicle was not insured. Officers also verified that the suspect was a convicted felon and was restrict-
ed from possessing dangerous weapons. The operator was arrested and charged with Criminal Pos-
session of an Electronic Control Weapon, Weapon in a Vehicle, Misuse of Plates, Possession of Nar-
cotics Not In It’s Original Container, Operating an Unregistered Motor Vehicle, and No Insurance.
EDP / Assault on Police Officer Arrest
On March 4, 2023 officers were dispatched to an address in town for the report of a male punching
holes in his walls and arguing with his mother. When officers arrived on scene the male was still
agitated and officers attempted to deescalate him for a while. Officers determined the male needed
to be committed to the hospital for a psychological evaluation. The male eventually agreed to go,
then once in the ambulance he said he was not going to go. The male ended up punching an officer
in the face causing him to bleed, and then after a struggle officers were able to handcuff the male.
The male was ultimately transported to the hospital and arrested. The male was charged with As-
sault on a Public Safety Officer, Interfering with an Officer, and Breach of Peace.
Driving Under the Influence Accident / Arrest
On March 14, 2023 at approximately 10:20 pm officers were dispatched to Bloomingdale Road in
Quaker Hill for the report of an accident that had just occurred. It was reported that the accident in-
volved one car into a telephone pole and that wires were down across the road. Officers arrived and
determined the operator was the only occupant and did not have any injuries. During the course of
their investigation they believed the operator was under the influence of alcohol. Officers conducted
field sobriety tests and ultimately arrested the operator for being under the influence of alcohol.
This accident caused the road to be shut down for several hours.
Larceny / Drug Arrest
On March 20, 2023 officers were dispatched to Home Depot for the report of a shoplifting that just
occurred. Officers located a female matching the description of the suspect in the Mobile Gas Sta-
tion on RTE 85. During the course of their investigation officers located crack cocaine and a glass
smoking pipe in her possession. The female was subsequently arrested and charged with Larceny
5th Degree, Possession of Narcotics, and Use of Drug Paraphernalia.

1) 3/9/23 + 3/15/23+ 3/24/23 AACO Ryan helped celebrate literacy week by
visiting several area schools and speaking to the children about animals and
reading them a story. This was such a great hit, using our own money, we
purchased some books that are animal related so we can do more of this in
the future.
2) 3/17/23 Assisted homeless citizen, living in RV getting her 2 cats to a vet to
be neutered, shots ect. No cost to town, done with donations from rescue
group.

kittens, this month they came of age and each were adopted out to good

waking up and are hungry, citizens are reporting bears getting into bird
feeders and trash cans. This is perfectly normal behavior and nothing to be
concerned about. Social media posts made about interactions with bears
and how to deter them from visiting your home.

Internships: Intern Brian Dec shadowed SRO Malbaurn, Traffic Officer Nickerson, day shift
patrol, and Investigative Services. Intern Anthony Jessuck shadowed Dispatch, day shift
patrol, Evidence Officer Maffeo, the Records Department, and Investigative Services.
Citizen’s Academy: 26 participants attended classes about the WPD’s History, a WPD Tour,
Motor Vehicle Enforcement, Patrol, Recruiting, Training, Search & Seizure, Accident
Investigation, DUI, and DRE.
Special Olympics Efforts: Attended CT Law Enforcement Torch Run Council meeting.
Raised $2,259.00 with other police facility K-9 handlers for the Shoreline Penguin Plunge.
Domestic Violence Follow-ups: Conducted 9 follow-ups with DV victims.
K-9 Officer Hodges: Visited the NLPD Youth Academy. Interacted with students and
community members at Hodges’s birthday parties at the WTFD Library and SCSU. A CT
Public Media journalist shadowed Hodges to document his interaction with our
community. Interacted with attendees at Mystic Aquarium Member Night and QH School
Orchestra Night. Assisted CT State Capitol Police in starting a facility K-9 program. Visited
with a victim’s family during a homicide trial.
Assistance to Youth Officers: Two QH School students won rides in a police cruiser to
school for a school fundraiser. Spoke about traffic stop safety at Rae’s Driving School.
Hodges visited GN School to calm a student and have students read to him. Spoke to
students at two Youth Promise classes.
Recruiting: Held a recruitment session at CCSU.
Interaction with Senior Services: Discussed crime prevention tips to Beechwood Estate
residents. Visited New London Rehab Center.
Rotary Club: Obtained a $700 donation for the WPD Citizen’s Academy.
Officer Wellness: Participated in the WTFD Employee Health Fair. Investigative Services,
Support Services, and Dispatch were provided coffee for their Officer Wellness Day.
Autism/Cognitive Issues Programs: Completed follow-up telephone calls for all
registrants. 1 new registrant for the Autism Awareness Program.
PATH: Organized a regional police recruitment event at the LEC Academy. 23 attendees
learned about the hiring process and had mock interviews with officers.

The transfer from Service Contracts to Telephone is to cover expected costs through June 30, 2023. The negative amount in current balance is due to
