MINUTES
BOARD OF POLICE COMMISSIONERS
November 14, 2022 at 5:00 p.m.

PRESENT: Chairperson T. Sheridan, Commissioner Brule, Commissioner C. Gamble,
Commissioner M. Gelinas, Commissioner J. Dimmock
DEPARTMENT: Chief M. Balestracci, LT T. Silva, LT D. Ferland, Sgt T. Gelinas, Traffic
Officer J. Nickerson, Training Officer N. Surdo, Officer Z, Caler, Officer
R. Scarpa
Town Labor Attorney Eileen Duggan, HR Director Christine Walters were also present.
PLEDGE OF ALLEGIANCE:
PUBLIC INPUT:
No public input.
CALL TO ORDER AND ESTABLISH A QUORUM:
Chairperson Sheridan called the meeting to order at 5:00 p.m. in the General Meeting Room of
the Waterford Police Department. A Quorum was established.
ACCEPTANCE OF MINUTES:
MOTION: Made by Commissioner Dimmock and seconded by Commissioner Gelinas to
accept the minutes from the October 11 Regular Meeting. The motion passed.

CORRESPONDENCE:
Correspondence was reviewed.
Chief Balestracci presented MADD awards to Officers Caler and Scarpa.
TRAFFIC COMMISSION REVIEW:
Traffic report received. Traffic Officer Nickerson reported that changes to traffic pattern on
Cross Road will be completed upon approval of the change order by the State of CT.
Chief Balestracci presented a Letter of Appreciation to the Dawleys.

OLD BUSINESS:
Attorney Duggan recommended completing the Chief of Police job description first, then
working that information into the Interim and New Police Chief Appointment Processes
Policy, whether the candidate is internal or external. Discussion ensued. Commissioner
Dimmock stated that it’s important to have a policy in writing available to internal
officers who may be interested in the position. Commissioner Sheridan suggested
changing wording from “required” to “preferred” to allow a larger number of qualified
candidates to apply.
NEW BUSINESS:
Chief Balestracci announced a Special Meeting for budget approval on December 5, 2022
at 5:00pm.
MOTION: Made by Commissioner Gelinas and seconded by Commissioner Dimmock to
adjourn the meeting at 5:34 p.m. Passed unanimously.
