ETHICS COMMISION SPECIAL MEETING MINUTES): = OCTOBER 30, 2023 1023 NOV +3 Dp 2 Members Present: _ Betsy Ritter, Chairlady WN -3 P 317 Absent: Alan Messier _ Christopher Nailon i Adam Stone Paul Helvig Naomi Mendelovicz, Alternate Laurie Wolfley Also Present: Jeffrey Londregan, Esq. 1. Call to Order. The October 30, 2023 Special Meeting of the Ethics Commission was called to order at 7:00 p.m. by Chairlady Ritter. Attendance. A quorum was established. Executive Session to Address Consideration and Action on Complaint 2023-01. Jeffrey Londregan, Esq. was invited to attend. Adam Stone recused himself from the Executive Session and left the room before there was any discussion. MOTION (1): Alan Messier moved to go into Executive Session at 7:02 p.m. Seconded by Mr. Helvig. Mr. Stone recused himself. (5-0-1) Motion carried. MOTION (2): Alan Messier moved to go out of Executive Session at 7:30-p.m. Seconded by Chris Nailon (5-0-1) Motion carried. The meeting reconvened at 7:30 p.m. Mr. Stone rejoined the Special Meeting. Discussion of Results of Executive Session. MOTION (3): Paul Helvig moved to dismiss Complaint 2023-01 upon the advice of counsel and appropriately notify the Complainant and respondents. Seconded by Alan Messier. (6-0) Unanimous. Discussion and Review of Process to File Complaints, Issuance of Receipts and Safeguarding Documents. Ms. Ritter reported one of the items of concern was the process used by the Town Clerk to ensure confidentiality when presented with complaints that must be forwarded to the Commission. Various suggestions were discussed and the Commission decided to invite the Town Clerk to the next regularly meeting to work to find a procedure that could ensure full understanding of confidentiality among complainants, respondents and other interested members of the public. Ms, Ritter will see if the Town Clerk is available for the next regular meeting on January 2, 2024. 7. Public Comment. There were no members of the public. 8. ADJOURNMENT. MOTION (4): Alan Messier moved to adjourn the October 30, 2023 Ethics Commission Special Meeting at 8:05 p.m. Seconded by Naomi Mendelovicz. (7-0) Unanimous.
