FLOOD & EROSION CONTROL BOARD
REGULAR MEETING MINUTES

1. CALL TO ORDER. Ms. Renegar called the Regular Meeting of March 3, 2021 via Zoom to order at
7:05 p.m.
Ms. Fitzpatrick read the procedure for the meeting.
2. APPROVAL OF FEBRUARY 3, 2020 MEETING MINUTES OF THE FLOOD AND EROSION CONTROL
BOARD.
MOTION (1): Mr. Welch-Collins moved to approve the February 3, 2021 Meeting Minutes
of the Flood and Erosion Control Board, as presented. Seconded by
Mr. Harran. Messrs. Harran and Kuvalanka abstained from voting.
(2-0-2). Motion carried
3. TREASURER’S REPORT. Mr. Welch-Collins reported there has been no change to the budget.
4. NEW BUSINESS
1. Election of New Officers. Ms. Renegar reported she is no longer able to serve as Chairlady of
the Flood and Erosion Control Board and asked for nominations for Chairman of the Flood
and Erosion Control Board for 2021.
Mr. Welch-Collins was willing to be an interim Chairman.
MOTION (2): Mr. Kuvalanka moved to nominate Mr. Welch-Collins as interim
Chairman of the Flood and Erosion Control Board for 2021. Seconded
by Mr. Harran. (4-0) Unanimous
A vote was taken and Mr. Welch-Collins was unanimously elected interim Chairman of the
Flood and Erosion Control Board.
Ms. Renegar asked for nominations for Treasurer of the Flood and Erosion Control Board for
2021.
MOTION (3): Mr. Welch-Collins moved to nominate Mr. Kuvalanka as Treasurer
of the Flood and Erosion Control Board for 2021. Seconded by
Mr. Harran. (4-0) Unanimous.

A vote was taken and Mr. Kuvalanka was unanimously elected Treasurer of the Flood and
Erosion Control Board for 2021.
2. Review of Annual Fireworks Display at Waterford Town Beach/Alewife Cove. Mr. Welch-
Collins reported this matter was tabled at this Board’s February 3, 2021 meeting to give
board members an opportunity to have discussions with residents on this matter.
Mr. Welch-Collins reported there was a fire in the area of the dune grass several years ago.
This Board oversees the Alewife Cove area and he has received concerns from Waterford
residents about having fireworks near the dunes,
Ms. Renegar asked if other sites have been considered for the fireworks display? Mr. Welch-
Collins replied some individuals have suggested moving it to an open field in the beach area.
It was suggested that a representative of the Recreation and Parks be asked to attend the
next meeting of this commission to continue discussion of this matter.
Board member Chris Callahan arrived.
Mr. Welch-Collins felt the dunes need to be protected. The fireworks also have a negative
impact on the birds nesting in the area. Mr. Callahan asked if they have the area snow
fenced off? Mr. Welch-Collins felt this was a question for the representative of Recreation
and Parks who puts on the display. Ms. Fitzgerald suggested sending a Memo to Recreation
and Parks. She felt there may be a better alternative. The fireworks are displayed on July 4
and New Year’s Eve. Mr. Welch-Collins agreed to list questions from this board and send it
to Recreation and Parks with our next Agenda. Mr. Callahan suggested writing a Memo to
the First Selectman requesting that the vacancy on this Board be filled.
5.OLD BUSINESS. There was no discussion of old business.
6.CORRESPONDENCE. There was no correspondence.
7.PAYMENT OF BILLS. There were no bills.
8. ADJOURNMENT.
MOTION (4): Mr. Welch-Collins moved to adjourn the Flood & Erosion
Control Board Meeting of March 3, 2021, at 7:21 p.m.
Seconded by Mr. Harran. (5-0) Unanimous.
