Waterford Harbor Management Commission Regular Meeting Minutes Wednesday, March 6, 2024 Waterford Police Station Training Room 5:00 p.m. 1. Call to Order and Establish a Quorum Chairman Hughes called the regular meeting of the Waterford Harbor Management Commission to order at 5:00 p.m. after establishing a quorum. Present were Commissioners Hughes, Hamsher, DeRosa and Crocker. Also present was Harbor Master David Crocker. Absent were Commissioners Jamroga, Wise, Buths, Bunnell and Dutton. 2. Pledge of Allegiance All in attendance stood for and recited the Pledge of Allegiance. 3. Approval of the January 3, 2024, Regular Meeting Minutes. Motion made by Commissioner Hamsher, seconded by Commissioner Crocker to approve the meeting minutes of January 3, 2024, as submitted. Voice vote, 4-0, all in favor. 4. Harbor Master Report Harbor Master Crocker stated the stickers for those who apply for mooring permits for the 2024 season have been delivered and they are red this year. A discussion was held regarding the need to send them out certified this year and it was the consensus of the Commission members present to send them via regular Postal Service this season and if there are issues with delivery, they will return to the certified delivery method next season. Once the permits are processed Harbor Master Crocker stated he will stop by the office to sign off on the forms as required. 5. Correspondence A discussion was held regarding a recent public meeting in East Lyme regarding a proposal for an oyster nursery in Waterford/East Lyme waters. It is the consensus of the Commission members that a commercial business would be detrimental to public safety if the proposal was allowed inside of the recreational areas. 6. Old Business a. Update regarding the Mago Point Dock Repair Harbor Master Crocker updated the Commission regarding the repair stating there is funding designated to the project, but the process is still in motion. He will keep the Commission updated and is actively pursuing answers from those in charge of moving the project along. b. Update regarding 2024 Mooring and Pully Pole Applications Chairman Hughes stated the applications for the moorings and pully pole permits with the attachments went out via email two weeks ago and the Commission has received approximately forty returned applications so far. The print shop in the Town Hall is currently printing envelopes for the Harbor Management Commiss to reflect the new mailing address for the Commission. The process is moving along in a timely fashion and there is still plenty of time to receive and process permits for the 2024 season. 7. New Business a. Presentation from David Provencher, AIA, Project Architect from Shore Design, PLLC regarding DEEP LWRD Application for 8 Point Comfort, Waterford, CT for construction of a residential dock consisting of a 4’x39’ pier with beach access stairway, a 3’x23’ gangway, an 8’x20’ floating dock restrained by four piles, a four- pile boat lift, and two tie off piles. Mr. David Provencher gave a brief presentation regarding the project and answered questions from the Commission members. It was the consensus of the Commission members that the project will not cause a negative impact and is consistent with the Harbor Management Plan guidelines. The Commission members thanked Mr. Provencher and Chairman Hughes stated he will sign off on the project on behalf of the Harbor Management Commission and forward the signed document to Mr. Provencher this week. 8. Public Comment Relating to Waterford Harbor Management Commission Business There was no one present to address the Commission at this meeting. 9.
