Town of Waterford Harbor Management Commission Regular Meeting Minutes of May 1, 2024 Waterford Police Station – 5:00 p.m. 1. Establish a Quorum and Call the Meeting to Order Chairman Hughes called the meeting to order at 5:00 p.m. after establishing a quorum. Present were Commissioners Hughes, DeRosa, Crocker and Wise. Absent were Commissioners Hamsher, Jamroga, Buths, Dutton and Bunnell. 2. Pledge of Allegiance 3. Approval of the April 3, 2024, Regular Meeting Minutes Motion made by Commissioner Wise, seconded by Commissioner Crocker to approve the April 3, 2024, regular meeting minutes as filed. Voice vote, 4-0, all in favor, motion carried. 4. Harbor Master Report Harbor Master Crocker was not present at the meeting to discuss the report with the Commission. 5. Correspondence Chairman Hughes reviewed various correspondence the Commission has received over the past month, stating most are related to the mooring and pully pole permit application process. 6. New Business a. Presentation by Keith B. Neilson, Professional Engineer for DOCKO, Inc. of Mystic, CT for application #202404180 CT DEEP COP, David Corkum, 196 Niantic River Road, Waterford, CT 06385. Mr. Neilson reviewed the proposal with the Commission members and answered all questions presented. It was the consensus of the Commission members that the proposed dock improvements will not negatively impact the area as presented and that the proposal follows the current Harbor Management Plan. Chairman Hughes will sign off on the documentation for the project on behalf of the Harbor Management Commission. b. Discussion Regarding Participation in the 2024 Waterford Day Parade Chairman Hughes inquired if any of the Commission members would be interested in participating in the Parade this year. He stated the parade is scheduled for August 10, 2024, at 10:00 a.m. and encouraged anyone who would like to participate to contact him prior to the Parade so that they can prepare for it. c. Discussion regarding Updating the Existing Harbor Plan Commissioner Wise suggested that the Commission review the existing Plan for potential updating to keep the Plan as current as possible. He will send the Commission members an electronic copy of the existing Plan for review and discussion at the next meeting. Old Business a. Update regarding Mago Point Town Dock Improvements Chairman Hughes stated the dock needs improvements but there have been delays in correspondence from those involved in the permitting process. He stated it is a work in progress and will keep the Commission updated. b. Update Regarding Progress with the 2024 Mooring and Pully Pole Applications Chairman Hughes stated that the permits continue to come into the office and that they are being processed as they are received. He discussed the criteria for the permitting process and suggested the Commission include a check list for mooring and pully pole applicants for next year to streamline the process and to avoid delays in processing the permits due to incomplete applications. He indicated all is going well and the stickers have been mailed out to those that sent in a completed applications to date. The Commission continues to accept and process applications for the 2024 season and will continue to update the Commission members throughout the process. 8. Public Comment Relating to Waterford Harbor Management Commission Business There was no one present to address the Commission at this meeting. 9.
