THE BOARD OF SELECTMEN SPECIAL BUDGET MEETING
MINUTES
’ Wednesday, February 4, 2026

PROCEDURE: The Board of Selectmen will hear budget requests in accordance
with the below agenda for the Budget meeting, which begins at 4:00pm:
The Board of Selectmen to consider and act on the following proposed budgets and
at the appropriate time forward to the Board of Finance for its consideration of and
action on the FY27 Budgets:
A. Call to Order & Roll Call: 4:06 PM
In Attendance: First Selectman, Robert Brule; Selectman, Rich Muckle
Late: Selectman, Greg Attanasio, 4:05 PM
B. Pledge of Allegiance
C. Public Comment: NONE
D. Consider and act on the following budget requests:
Standing Motion: was made by Selectman, Rich Muckle and seconded by Selectman,
Greg Attanasio to tentatively approve the budget requests for FY27.
J. Social Service Grants — To consider and act on the proposed FY27
Social Service Grants budget request in the amount of $122,825.
MOTION by Muckle, seconded by Attanasio to tentatively approve a total
budget request in the amount of $122,825. VOTE 3-0
2. Public Health & Nursing Services (VNA) - To consider and act on
the proposed FY27 Public Health & Nursing Services (VNA) budget
request in the amount of $17,280.
MOTION by Muckle, seconded by Attanasio to tentatively approve a total
budget request in the amount of $17,820. VOTE 3-0

3. Conservation of Health (Ledge Light Health District) — To consider
and act on the proposed FY27 Conservation of Health (Ledge Light
Health District) budget request in the amount of $160,368.
MOTION by Muckle, seconded by Attanasio to tentatively approve a total
budget request in the amount of $160,368. VOTE 3-0
4, Waterford Public Library ~ To consider and act on the proposed
FY27 Waterford Public Library budget request in the amount of
$1,045,991.
MOTION by Muckle, seconded by Attanasio to tentatively approve a total
budget request in the amount of $1,045,991. VOTE 3-0
5. Youth & Family Services — To consider and act on the proposed
FY27 Youth & Family Services budget request in the amount of
$292,078.
MOTION by Muckle, seconded by Attanasio to tentatively approve a total
budget request in the amount of $292,078. VOTE 3-0
6. Senior Citizens Commission — To consider and act on the proposed.
FY27 Senior Citizens Commission budget request in the amount of
$528,682.
MOTION by Muckle, seconded by Attanasio to tentatively approve a total
budget request in the amount of $528,682. VOTE 3-0
7. Emergency Management — To consider and act on the proposed
FY27 Emergency Management budget request in the amount of
$1,270,180.
MOTION by Muckle, seconded by Attanasio to tentatively approve a total
budget request in the amount of $1,270,180. VOTE 3-0
8. Police Department— To consider and act on the proposed FY27 Police
Department budget request in the amount of $7,321,043.
MOTION by Attanasio, seconded by Brule for discussion to reduce the
amount proposed for the Flock cameras by $12,000.

MOTION by Muckle, seconded by Attanasio to reduce the amount proposed
for fuel by $13,919 changing this portion of the budget request to the amount
of $7,307,124. VOTE 3-0

9. Information Technology — To consider and act on the proposed FY27

Contingency budget request in the amount of $285,000.

of Finance budget request in the amount of $86,406.
MOTION by Muckle, seconded by Attanasio to tentatively approve a total

12. Representative Town Meeting — To consider and act on the proposed
FY27 Representative Town Meeting budget request in the amount of
$17,802.

13. Town Clerk — To consider and act on the proposed FY27 Town Clerk
budget request in the amount of $271,688.
