FLOOD & EROSION CONTROL BOARD
REGULAR MEETING MINUTES
September 1, 2021

CALL TO ORDER. Chairman Baird-Welch-Collins called the Regular
Meeting of September 1, 2021 to order at 7:00 p.m.
APPROVAL OF August 4, 2021 MEETING MINUTES OF THE FLOOD
AND EROSION CONTROL BOARD.
MOTION (1): Mr. Callahan moved to approve the August 4, 2021
Meeting Minutes
of the Flood and Erosion Control Board, as presented. Seconded by
Mr. Harran. Ms. Renegar and Mr. Welch-Collins abstained from
voting.
(4-0-2) Motion carried.

TREASURER’S REPORT. Mr. Kuvalanka reported there has been no
change to the budget.
MOTION (2): Mr. Harran moved to open the floor for public
discussion,
Under New Business, item b. Seconded by Ms. Renegar. (6-0)
Unanimous.
NEW BUSINESS
Discussion of Impacts from Tropical Storm Henri. Mr. Welch-Collins
felt Tropical Storm Henri may have impacted the area.
Public Discussion. Ms. Luxton reported she and her husband live at
100 Niantic River Road. It is the closest part of the Niantic River
Road to the water, and we are concerned with the area from
Daniels Avenue to 4th Avenue. The river bank is deteriorating. They
have informed the Town and chain-link boxes of stone were
installed. She added from Daniels Avenue to 4th Avenue it is
eroding. She felt the roadway will be affected and that a plan needs
to be developed to save the river bank.
Ms. Ribeiro of 110 Niantic River Road felt the worst area is without
rocks or boulders. The water level is high. The Town has done
significant work last year to keep the integrity of the wall and it is
now crumbling. At 110 Niantic River Road we don’t know if
plantings would help or if DEEP needs to become involved. She
asked what environmentally can be done? Mr. Welch-Collins
informed her this Commission can make recommendations to the
Conservation Commission. We can have a site visit.
There was a general consensus of the Commission that this
Commission should have a site visit from Daniels Avenue to 4th
Avenue. Mr. Luxton suggested checking the tide. Mr. Welch-Collins
will schedule a Site Walk for the October meeting. He invited Mr.
and Mrs. Luxton and Sandra Ribeiro to join the Commission on the

Site Walk to show them their concerns.
5.OLD BUSINESS
Discussion and Review of Site Walk. Mr. Welch-Collins felt erosion
may be an issue.
Other Old Business. Mr. Callahan stated he could not access this
Commission’s file cabinets. Mr. Welch-Collins agreed to request the
removal of items that do not allow access to our file cabinets.
6.CORRESPONDENCE. There was no correspondence received.
7. PAYMENT OF BILLS. There were no bills received.
8. PLANS REVIEW. No new plans were received.
9. ADJOURNMENT.
MOTION (3): Mr. Kuvalanka moved to adjourn the Flood & Erosion
Control Board September 1 Meeting at 7:40 p.m. Seconded by Ms.
Renegar. (6-0) Unanimous.
