SPECIAL MEETING MINUTES
BOARD OF POLICE COMMISSIONERS
December 5, 2022 at 5:00 p.m.

Commissioner J. Dimmock via Zoom

DEPARTMENT: Chief M. Balestracci, LT N. VanOverloop, LT D. Ferland
CALL TO ORDER AND ESTABLISH A QUORUM:
Commissioner Gamble called the meeting to order at 5:00 p.m. in the General Meeting Room of
the Waterford Police Department. A Quorum was established.
MOTION: Made by Commissioner Gelinas and Seconded by Commissioner Brule to review
and discuss the 2023-2024 Police Department Budget.
2023-2024 Budget Review: Chief Balestracci gave a brief overview of the proposed budget.
Commissioner Gelinas suggested several clarifications be made in the budget summary with
reference to gasoline and marine fuel costs and commented on items listed on the revenues page.
Commissioner Brule asked questions regarding the SRO agreement with the BOE. Chief
Balestracci answered questions and a brief discussion ensued.
MOTION: Made by Commissioner Gelinas and Seconded by Commissioner
Dimmock to approve the proposed budget with the changes suggested by Commissioner Gelinas.
Motion passed with three voting in favor. Commissioner Brule abstained.

MOTION: Made by Commissioner Gelinas and Seconded by Commissioner Brule to adjourn
the meeting at 5:16 p.m. Passed unanimously.
