CALL TO ORDER/APPOINTMENT OF ALTERNATES
A quorum was established. The meeting was called to order at 5:00 PM.

APPROVAL OF MINUTES - October 14, 2021 Meeting
MOTION: Motion made by J. Szymanski, seconded by E. Palmer, to approve the minutes of the
October 14, 2021 meeting.
VOTE: 3-0-1 (G. Attanasio abstaining)

COMMISSION PROJECTS AND INITIATIVES:
CT Development Summit
D. Radin informed the members that the 2021 CT Development Summit will be held on
December 2nd at the Bushnell Performing Arts Center in Hartford.
Annual Report
J. Szymanski submitted a marked up copy of last year’s EDC Annual Report with changes that
reflect updates for this year. She reviewed the proposed modifications with the Commission and
welcomed any feedback they may provide. The Commission discussed the format and outline of
the report. J. Szymanski offered to setup a planning meeting that will discuss the Town’s
Development Goals as stated in the report.
Cannabis Policy Recommendation
E. Palmer updated the Commission on the status of the language in the recommendation of
support letter from the EDC. A. Piersall informed the Commission that the Planning and Zoning
Commission will conduct a public hearing for a Zoning Regulation Amendment to establish a
temporary moratorium on the application, installation or creation of any Cannabis Establishment
in Waterford. The temporary moratorium will allow the Commission to draft zoning regulations
that will reflect State Statutory requirements in addition to standards specific to Waterford.
D. Radin informed the Commission that he had reviewed the proposed language in the letter and
offered minor modifications. He read the draft letter to the members of the Commission.
MOTION: Motion made by G. Attanasio, seconded by E. Palmer to accept the EDC Letter of
Support for Cannabis Establishments within the Town of Waterford with the
modifications as proposed by D. Radin.

e Startup Microgrants
D. Radin informed the Commission that he has reviewed a list of changes along with various
details on the submission criteria for applicants of the grants. He will provide the Director of
Finance with a package of information.
e Small Business Grants

4. TOWN DEVELOPMENT PROJECT AND PERMITTING STATUS
M. Wujtewicz and A. Piersall reviewed ongoing project with the Commission

7. OTHER BUSINESS
A. Piersall updated the Commission on the grant status for the Crystal Mall. The EDA grant process has
essentially stalled and that the next steps should be to establish a Town strategy. Consideration in
establishing draft zoning regulations to foster development of the Mall property.
