MEETING MINUTES Conservation Commission Special Meeting Bf n August 19, 2020 = 6:30 PM = Zoom Remote Access Only 3 > Members Present: Dave Lersch, Tali Maidelis, Richard Muckle and Geneva Renégar (2 Vacancies) 9 Members Absent: Michael Stankov (notified) : Bs 3 Alternates Present: Wade Thomas (6:33) and Julie Wainscott (1 Vacancy) _ Staff Present: Maureen FitzGerald, Environmental Planner Katrina Kotfer, Recording Secretary 1. CALL TO ORDER AND APPOINTMENT OF ALTERNATES R. Muckle called the meeting to order at 6:30 p.m. Julie Wainscott was seated to fill a vacancy. 2. APPROVAL of the August 6, 2020 MEETING MINUTES Motion: Motion made by T. Maidelis, second by D. Lersch to approve the August 6, 2020 meeting minutes. Vote: 5-0 W. Thomas joined the meeting at 6:33 p.m. and was seated to fill a vacancy. 3. APPLICATION REVIEW C-20-12 36 Butlertown Road — Woods Road Stream Crossing — Dennis Harlow, Owner Motion: Motion made by D. Lersch, second by G. Renegar to approve the draft permit. Vote: 6-0 C-20-13 51 Shore Road — Vegetation Maintenance in wetland and non-encroachment area — Brian Vincenti, Applicant & Owner Motion: Motion made by D. Lersch, second by T. Maidelis to approve the draft permit. Vote: 6-0 C-20-14 14B & 18 Shore Road — Driveway Construction — David C. Mortimer, Owner & Applicant, Killingly Engineering Associates, Agent Norm Thibeault, Killingly Engineering Associates and Dave Reagan were available at the meeting. N. Thibeault reviewed his responses to staff comments with the Commission. He explained that the property owner does not have permission to upgrade the currently used driveway and that he needs to bring underground utilities and municipal water to the house currently under construction. He reviewed the proposed limits of clearing and wetland mitigation for the proposed wetland disturbance. He discussed the proposed culvert replacement. He reviewed the mitigation plantings and seeding. Staff noted comments have been submitted by the Fire Marshal. D. Lersch questioned if the driveway would cut off the wetland near flag #’s 10-12 from the large wetland and if a connecting culvert is needed. N. He did not feel a culvert was needed but can evaluate the area during construction. D. Lersch questioned if there would be loss of flood storage in the wetland due to the proposed driveway. N. Thibeault noted that the functionality of the wetland will not be compromised and the proposed driveway will be asphalt with a gravel base with minimal grading due to the flat slope. Motion: Motion made by D. Lersch, second by T. Maidelis to have staff prepare a draft permit. Vote: 6-0 C-20-15 140 Waterford Parkway South — Concrete Products Manufacturing and Outdoor Storage — Fabcon Precast, Applicant, Mathon Fund I LLC, Owner, Loureiro, Agent Seamus Moran, PE, Clint Brown, PE and Jeff Prince were available at the meeting. S. Moran reviewed with the Commission a power point presentation for the proposed concrete products manufacturing and outdoor storage facility. The site is located on the old Airport property and is presently served by water and sewer utilities. The development area is 41 acres. S. Moran reviewed the site layout plan, the lighting and landscaping plan. He discussed the proposed stormwater management system consisting of 5 infiltration basins and 4 subsurface infiltration chamber systems. He noted the stormwater system meets the recommendations in the Jordan Brook Watershed Management plan and the design standards of the Town regulations. A wetland functions and values assessment was submitted from James Cowen, Certified Professional Wetland Scientist and endangered species surveys were conducted on the property in response to information received from the CT DEEP Natural Diversity Database. S. Moran stated the design had been modified to eliminate disturbance within identified turtle nesting areas and habitat. D. Lersch asked if there are any potential impacts from air emissions and dust particulates. J. Prince noted that the largest potential for impacts would be from heat and fuel, no air emissions of dust or concrete products will occur from the building. T. Maidelis asked if any chemicals were going to be used in the production. J. Prince noted that the concrete additives and curing of material occurs inside the building before the material is stored outside and that there would be no release of chemicals. R. Muckle asked what would happen to defective materials. J. Prince, those items would be transported off site. W. Thomas asked about the effectiveness of the infiltration chambers in pollutant removal and requested the design consider adding a separator unit off the paved surface area to capture and isolate any spilled or released fuels. S. Moran noted they are one component of a treatment train including pretreatment and infiltration. He noted that a geotechnical report and field testing was completed for the infiltration areas and will be submitted for the application. R. Muckle asked what activity and vehicle use will take place in the storage yard and what dust control measures are proposed. S. Moran noted that the storage yard will contain concrete panels stored in rows, gantry cranes are used to move and load the panels. The storage yard will be gravel surface and run-off will drain to 3 off-line sediment forebays within the storage yard. Crushed stone will be placed on top of site gravel. Fitzgerald questioned the proposed clearing limits within the 100 ft. upland review area in the propose stormwater area on the east side of the facility. S. Moran indicated the previously constructed basins on the site would not be cleared beyond the limit of grading. M. Fitzgerald asked where the 300 ft. turtle conservation area mentioned in the herpetologist’s report is located and how will it be conserved or restricted. S. Moran replied he would coordinate with Mr. Quinn to determine the area. R. Muckle asked about outdoor lighting and any proposed abatement of potential noise during the 2" and 3" shift. S. Moran replied that they are looking at a planted natural solutions rather than noise barrier. W. Thomas questioned if a stormwater management plan has been submitted to the application. J. Price replied they have prepared an application for the State Stormwater discharge permit and a copy will be provided. The Commission continued this application to their next regularly scheduled meeting on Thursday, August 27, 2020. 4. PAYMENT OF BILLS Motion: Motion made by T. Maidelis, second by D. Lersch to pay the bill from The Day for $78.75. Vote: 6-0 5. ADJOURNMENT Motion: Motion made by D. Lersch, second by J.
