Special Meeting Minutes
Budget Hearing
Present: Chairman Ronald R. Fedor, Mark Geer, John Sheehan, Kevin Petchark, Glenn
Patterson and Tali Maidelis
Absent: None.

1. Establishment of a quorum and call to order:
A quorum was established and a call to order was established at 3:09 pm,
April 7, 2020.
2. Public comment: no public comment
3. Standing Motion: was made by Glenn Patterson and seconded by Kevin
Petchark to tentatively approve the below budget requests for FY20/21.
Vote: 6-0 . Motion: Passed
4, Flood and Erosion Control Budget:
Motion by Glenn Patterson and seconded by Kevin Petchark to approve the
Flood and Erosion Control budget request for FY20/21 in the total amount of
$2,138.
Vote: 6-0 Motion: Passed
5. Economic Development Budget:
Motion by Glenn Patterson and seconded by Kevin Petchark to approve the
Economic Development budget request for FY20/21 in the total amount of
$8,576.

Conservation Commission Budget:
Motion by Glenn Patterson and seconded by Kevin Petchark to approve the
Conservation Commission budget request for FY20/21 in the total amount of
$18,250.
Vote: 6-0 Motion: Passed
Planning and Zoning Commission Budget:
Motion by Glenn Patterson and seconded by Kevin Petchark to approve the
Planning and Zoning Commission budget request for FY20/21 in the total amount
of $629,267.
Vote: 6-0 Motion: Passed
Zoning Board of Appeals Budget:
Motion by Glenn Patterson and seconded by Kevin Petchark to approve the
Zoning Board of Appeals budget request for FY20/21 in the total amount of
$4,310. ,

Building Maintenance Budget:
Statement read by Glenn Patterson before the discussion of the Building
Maintenance Budget:
In the four years that Capital Improvements associated with Building
Maintenance have been tracked these projects — “the big jobs” — have been over
budget.
My sense is that this is mostly due to the lack of a comprehensive plan for major
maintenance items associated with buildings under the control of the Building
Maintenance “department. »
I’ve spoken with the First Selectman about the need for such a plan and the hope
that bringing Mr. Garside on-board as the full time Facilities Coordinator is a key
to making that happen.

It was encouraging to hear from the BOE representatives at their budget hearing
that the trouble ticket backlog from the town was minimal. Hopefully this
continues and releases the Facilities Coordinator to create a long term building
maintenance plan.
Motion by Glenn Patterson and seconded by Kevin Petchark to approve the
Building Maintenance budget request for FY20/21 in the total amount of
$253,045.

Building Department Budget:
Motion by Glenn Patterson and seconded by Kevin Petchark to approve the
Building Department budget request for FY20/21 in the total amount of
$289,423.
Vote: 6-0 Motion: Passed

Motion by Bill Sheehan and seconded by Mark Geer to adjourn the Budget
Meeting of the Board of Finance at 3:43 p.m.
