MINUTES
HARBOR MANAGEMENT COMMISSION
REGULAR MEETING
Waterford Police Department Training Room
Wednesday, December 1, 2021
Present:
Commissioners Jane Adams, Robert DeRosa, Robert Dutton, Philip Fine,
Fred Wise, Jim Hamsher and Joseph Buths (alternate) & Eva Bunnell
Absent:
Harbor Master David Crocker, Greg Crocker (alternate) and Deputy Harbor Master
Richard Miller

The meeting was called to order at 5:00 pm and quorum established.
2. The Pledge of Allegiance was recited.
3. Approval of the minutes
Motion by Mr. Fine, seconded by Mr. Wise to approve the minutes of the November 3, 2021 regular
meeting, all in favor, motion passed.
Motion to reorder the Agenda and allow Mr. Jackson to present the application for 11 Wilson
Avenue was made by Mr. DeRosa, seconded by Ms. Bunnell, all in favor, motion passed.

5. Correspondence - None
6. Applications
a) The permit application for Mr. Malloy of 11 Wilson Avenue was presented by Mr. Jackson of
Coastline Consulting. Motion by Mr. Hamsher, seconded by Mr. Fine to find the application to be
consistent with the Waterford Harbor Management Plan, all in favor, motion passed.
7. Old Business
a) There was no discussion on the Subcommittee with East Lyme.
b) Mr. Fine spoke with Mr. Zawoy of DEEP regarding free standing structures. Mr. Zawoy suggested
any implementation of free standing structure permitting should be consistent with the Harbor
Management Plan. If these were permitted as moorings, the size limit would be 100 sq ft. Mr. Fine
reviewed verbally some of his research findings and noted that these behave differently from
moorings in that they are directional requiring additional space. Ms. Bunnell mentioned that several
local Harbor Management Plans address these structures and agreed to forward her research to Mr.
Fine. Chair Adams requested that Mr. Fine draft a report of his findings and include structured
questions to be reviewed with and addressed by the commissioners.
c) Mr. Avena, Waterford Town Attorney, was asked to review protocol for the disposition of two of
the three vintages of pulled gear from delinquent mooring removals. He suggested that specific
language regarding removal and disposition be added to the Mooring applications.

d) Commissioners made revisions to the 2022 Mooring and Pulley Pole Application documents.
Motion by Mr. Dutton, seconded by Mr. DeRosa to approve the changes to the 2022 Mooring and
Pulley Pole documents, all in favor, motion passed.

9. Adjourn
There being no further business to come before the Commission, and upon motion by Mr. Dutton,
seconded by Mr. Dutton, the meeting was adjourned at 5:35 p.m.
