PRESENT: Commissioner Brule, Commissioner C. Gamble, Commissioner J. Dimmock via
Zoom, Chairperson T. Sheridan joined the meeting at 5:10 p.m.
ABSENT: Commissioner M. Gelinas

PLEDGE OF ALLEGIANCE:

CALL TO ORDER AND ESTABLISH A QUORUM:
Chairperson Gamble called the meeting to order at 5:05 p.m. in the General Meeting Room of
the Waterford Police Department. A Quorum was established.
ACCEPTANCE OF MINUTES:
MOTION: Made by Commissioner Gamble and seconded by Commissioner Brule to accept the
minutes from the January 9, 2023 Regular Meeting. Motion passed unanimously.

CORRESPONDENCE:
Correspondence was reviewed.
TRAFFIC COMMISSION REVIEW:
Traffic Commission Report was received.
a. Review of the Traffic Investigation Report for the proposed residential development
at 969 Hartford Turnpike.
b. Review of the Traffic Control Signal Upgrades being developed by the State of
Connecticut Department of Transportation.
CHIEF’S REPORT:
a. K9 Reports for February
February report was received.
b. Youth Reports for February
February report was received.
c. Investigative Services for February
February report was received.
d. Training Report for February
February report was received.
e. Records Report for February
February report was received.
f. Community Service Officer Report for February
February report was received.
g. Patrol Report for February
February report was received.
h. Animal Control Report for February
February report was received.
i. Community Engagement Report for February
February report was received.
j. Quarterly Peer Support and Officer Wellness Report

OLD BUSINESS:
a. Discussion of Police Chief Selection Process regarding wording of the policy.
NEW BUSINESS:
a. The Mutual Police Assistance Compact was reviewed.
MOTION: Made by Commissioner Dimmock and Seconded by Commissioner Gamble to
approve the Mutual Assistance Compact. Motion passed unanimously.
b. Chief Balestracci informed the Commission that the Town and the Waterford Police
Union have an MOU in place allowing a Sergeant to fill in for LT Ferland while he is
away attending the FBI National Academy.
c. Chief Balestracci requested reaffirmation of authority to complete in series transfers, and
to complete out of series transfers until the end of July 2023, with the understanding that
he advises the Commission of the transfers.
MOTION: Made by Commissioner Dimmock and seconded by Commissioner Gamble to grant
Chief Balestracci continued authorization to complete in series transfers with the understanding
that he advises the Commission of the transfers. Motion passed unanimously.
MOTION: Made by Commissioner Dimmock and Seconded by Commissioner Sheridan to
grant Chief Balestracci authorization to complete out of series transfers until July 31, 2023 with
the understanding that he advises the Commission of the transfers. Motion passed unanimously.
d. Officer of the Year Award was presented to Officer Fredricks.
MOTION: Made by Commissioner Dimmock and Seconded by Commissioner Gamble to
adjourn the meeting at 5:46 p.m. Motion passed unanimously.
