BOARD OF POLICE COMMISSIONERS
June 12, 2023 at 5:00 p.m.
PRESENT: Commissioner R. Brule, Chairperson T. Sheridan, Commissioner M. Gelinas,
Commissioner C. Gamble, Christine Walters, HR Director

CALL TO ORDER AND ESTABLISH A QUORUM:
Commissioner Sheridan called the meeting to order at 5:00p.m. in the General Meeting Room of
the Waterford Police Department. A Quorum was established.
ACCEPTANCE OF MINUTES:
MOTION: Made by Commissioner Gamble and seconded by Commissioner Gelinas to accept
the minutes from the May 8, 2023 Regular Meeting. Motion passed.
MOTION: Made by Commissioner Gamble and seconded by Commissioner Gelinas to accept
the minutes from the June 1, 2023 Special Meeting. Commissioners Brule and Sheridan
abstained. Motion passed.

CORRESPONDENCE:
Correspondence was reviewed.
Chief Balestracci requested that the discussion of the Police Chief Selection Policy and Job
description be reviewed with HR Director Christine Walters at this point in the meeting. All
agreed. The policy and job description were reviewed.
MOTION: Made by Commissioner Gelinas and Seconded by Commissioner Gamble to
approve Draft (3) of the policy and the Chief of Police job description as written for presentation
to the Personnel Review Board. Passed unanimously.
TRAFFIC COMMISSION REVIEW:
Traffic report received. Request for a four-way-stop at Douglas Lane and Vauxhall Street from
resident Richard Muckle was discussed.

a. Police Commission Nominations for term starting June 1, 2023 as follows:
C. Gamble, Chairperson; J. Dimmock, Vice-Chairperson; M. Gelinas, Secretary;
T. Sheridan, Commissioner.
MOTION: Made by Commissioner Gelinas and seconded by Commissioner Brule to accept
nominations. Motion passed unanimously.
b. Chief Balestracci will be representing the state at the FBI National Command Course
the second week in July.
MOTION: Made by Commissioner Gelinas and Seconded by Commissioner Gamble to adjourn
the meeting at 5:40 p.m. Motion passed unanimously.
