BOARD OF POLICE COMMISSIONERS

CALL TO ORDER AND ESTABLISH A QUORUM:
Commissioner Gamble called the meeting to order at 5:00p.m. in the General Meeting Room of
the Waterford Police Department. A Quorum was established.
ACCEPTANCE OF MINUTES:
MOTION: Made by Commissioner Dimmock and seconded by Commissioner Gelinas to
accept the minutes from the July 17, 2023 Regular Meeting. Motion passed.

CORRESPONDENCE:
Correspondence regarding traffic backup on Cross Road was reviewed. Traffic Officer
Nickerson has contacted the State about possibly changing the timing of the traffic signal to
allow better traffic flow from Cross Road. Discussion ensued. Commissioner Brule asked about
possibly changing it only during heavy traffic times. T.O. Nickerson said that the State has the
ability to do that and that he has asked the State to look at the entire intersection. Commissioner
Gelinas requested that this item stay on the agenda for the next meeting.
Daversa Recognition — Chief Balestracci recognized Paul Daversa to thank him for the positive
impact he and his business, Daversa Partners, has had on our community. Mr. Daversa said it’s a
joy to contribute to the Police Department and he plans to challenge the Police Department to a
Pickleball game.
Chief Balestracci requested that the Police Chief Selection Process under Old Business be moved
up in the Agenda.
MOTION: Made by Commissioner Brule and Seconded by Commissioner Dimmock to move
discussion of Chief of Police Selection Process up from Old Business in the agenda. Motion
passed unanimously.
Commissioner Dimmock cited ordinances to prove that the Chief is required to report only to the
BOPC. He expressed concerns regarding the changes made by the PRB requiring the Chief to
report to the First Selectman as well as the BOPC, which includes the First Selectman.
Commissioner Dimmock said that creates a conflict by giving the First Selectman double power.
Discussion ensued. Attorney Avena said the Town Charter, Ordinances and State Statutes all
have to be satisfied and he wants to review all concerns at once so that everyone is on the same
page.
TRAFFIC COMMISSION REVIEW:
T.O. Nickerson gave a brief overview of things he’s been working on including the Waterford
Day parade and stop signs. The Chief and First Selectman Brule acknowledged T.O.
Nickerson’s exceptional work preparing for the parade. T.O. Nickerson reported that the new
stop signs to be installed at Vauxhall Street & Douglas Lane will be in place and operational on
Monday, August 21, 2023.

OLD BUSINESS:
a. Police Chief Selection Process — Discussed before Traffic Commission Review.
b. Four way stop at Douglas and Vauxhall — Previously discussed during the Traffic
Commission Review. Chief told the Commission that he met with an RTM member
regarding all the work that went into the decision. He said it was a very positive meeting.
NEW BUSINESS:
a. ATV/Dirt Bike Ordinance — General discussion of New London’s ordinance. Chief
suggested drafting an ordinance specific to Waterford. Commissioner Brule asked if
COG should be included since this is a growing problem in surrounding towns.
BOPC voted to support a letter to the RTM to place item in committee.
MOTION: Made by Commissioner Dimmock and Seconded by Commissioner Gelinas to send
letter to RTM for review. Motion passed unanimously.
Commissioner Dimmock requested that a discussion of recording Commission Meetings be on
the next BOPC agenda.

MOTION: Made by Commissioner Dimmock and seconded by Commissioner Gelinas to enter
into Executive Session to discuss personnel issues at 5:45p.m. Chief Balestracci was included in
the Executive Session. Motion passed unanimously.
The Board came out of Executive Session at 6:21p.m. no votes or actions were taken while in
Executive Session.
MOTION: Made by Commissioner Gelinas and Seconded by Commissioner Dimmock to
adjourn the meeting at 6:22 p.m. Motion passed unanimously.

Chief Balestracci,
On 8/31/23 at 0208 hours the midnight shift responded to Pine ST for a suicidal male that possessed firearms and
allegedly had a gun pointed at his head. The male did not follow initial verbal commands and was detained. Officers on
scene then seized 4 firearms and numerous rounds of ammunition.
Officer McComic worked with the back room (Investigator Zaldivar) to quickly and efficiently get a Risk Warrant as well
as a Risk Protection Order signed by the court. This new process is a bit confusing and tedious at times. This was an
excellent example of the seamless cooperation between the patrol division and investigative services.

WATERFORD POLICE DEPARTMENT TRAFFIC REPORT

Traffic Complaints:
The Traffic Officer (TO) received complaints involving Route 32 and Oil Mill Road.
Trailer Display Signs
The display signs were used to make drivers aware of the parade detour and the new Stop Signs installed on
Vauxhall Street.
Parade
T.O. helped organize and command the annual parade. The event comprised of 3 outside police agencies, 19
Waterford officers including traffic, parade and security details and 12 Fire Police Officers helping with
traffic. All of those involved helped secure the parade route and provided a high level of safety for the
participants.
Construction Reviews
An Office of the State Traffic Administration meeting took place regarding the proposed rework of the Route
1/Willetts Ave intersection. The state required more information from the engineers but the project appears
that it will be subsequently approved. The T.O. will bring the updated plans for the Commission to review
when received.
Upcoming Events
August 5" John Kelly Road race- Race was held with no issues involving traffic.
August 12" Waterford Parade- Parade was held with no significant issues.
August 27'"- Motorcycle Dream Ride- Event was canceled by event coordinator.
October 1*- ARC Road Race- Pleasure beach area and Great Neck Road- no significant traffic impact.
October 7"- Terri Brodeur Marathon- Uses Rope Ferry Road to Gardiners Wood Road to Pleasure beach. No
significant traffic issues
October 15". Addy’s Run- 5k within Pleasure Beach- No traffic issues
Vauxhall/ Douglas
Stop Signs, including the new Solar LED Flashing stop sign were installed, stop bars painted and all other
signage was updated. Intersection is functioning well as a Four Way stop with little to no impact on travel
time or traffic queuing.
Training
T.O. participated in a Millstone safety drill as the incident’s traffic officer. T.O. also instructed in annual rifle
qualifications and less lethal shotgun training.

¢ Groton City PD requested a K-9 to the scene of a MV stop for a nar-
cotics search of a vehicle. K-9 Ozzy was deployed and alerted on the
exterior of the car. Based on the occupant’s history of selling fenta-
nyl, K-9 Ozzy was not deployed for an interior search. A subsequent
hand search of the interior of the vehicle yielded a small, off-white
color rock-like substance and an open folding knife with a white
powdery substance on the blade. Both the rock and powder on the
blade were tested and both tests showed a positive result for the pres-
ence of cocaine.
¢ K-9 OFF Genung is Officer Reed’s Phase Two Field Training of-

¢ Officer Surdo and K-9 Tico are finishing up their eighth week of for-
mal training. The new dual purpose K-9 team should be ready to hit }
the road and begin working patrol in mid September.

tracking, article search, building search, area search, narcotics detections, and

¢ SRO Malbaurn and SRO Lane attended the Freshman
Orientation at Waterford High School on 8/23/23.
¢ SROs attended the WPD meeting with Lt. Flanagan and
Waterford’s Educational Administrative team. School
safety plans, shelter in place drills, the juvenile review
board, and SRO/Student relationships were discussed.
¢ SROs attended various “back to school” events to in-
clude: the ice cream social at the Waterford Public Li-
brary and the district wide convocation.
¢ SRO Malbaurn, Traffic Off. Nickerson, and Lt. Flanagan
met with LEARN staff to remedy traffic issues.
¢ SROs Lane and Malbaurn, assisted by the patrol divi-
sion, ensured that each school in the district had addi-
tional police coverage for drop-off times and pick-up
times on the first two days of school.
¢ SROs attended “admin” meetings at Oswegatchie
School, Great Neck School, QH School, WHS/CLMS.
¢ SRO Malbaurn reviewed several juvenile arrests and
made referrals to local juvenile review boards.

August 2023 Updates:
Detective Sergeant Michael Fedor and Sergeant Rich Avdevich began working together to
prepare for the transition of Sergeant Avdevich to Investigative Services when Sergeant
Fedor’s assignment as Detective Sergeant ends in September 2023. Sergeant Avdevich will
take his place as the new Detective Sergeant.
Detective Sergeant Fedor prepared and conducted a bomb threat presentation for Town of
Waterford School employees. The presentation gave tips and helpful information about what
to do in the chance that a bomb threat is called into one of the schools.
August 2023 Investigations:
Detective Bonkowski followed up on a concern that the Little League South Baseball Field
was not being used as designed in regards to AAU teams having use of the field. It was
determined that the Little League South Baseball Council was not concerned and was
working out an agreement for use of the fields.
Investigative Services was able to give the East Lyme Police Department a lead in an
investigation they have regarding an untimely death involving a drug overdose.
Investigator Carroll is in the process of investigating two burglaries with the assistance of
Officer Devine in the Great Neck RD area. These burglaries are isolated and are attached to
the use of an online dating site.
Detective Carroll was also able to close a months long Juvenile Sexual Assault investigation
with an arrest..
On August 9, 2023 Investigator Zaldivar assisted the Hopkinton Rhode Island Police
Department in identifying a photograph of a suspect they had involved in Home Depot
larcenies in Rhode Island.
Detective O’Connell investigated the report of a juvenile sexual assault with the assistance of
the Department of Children and Families. The investigation is ongoing.
Task Force Report:
In the month of August, the VCTF executed two search warrants resulting in the recovery of
one handgun and narcotics in Norwich. The task force recovered two stolen vehicles taken
from surrounding areas. VCTF had approximately twenty other narcotics and warrant-related
arrests .

August Neighborhood Watch Meeting:
The monthly Neighborhood Watch Meeting was held on Friday August 4, 2023 in the
Waterford Police Department Training Room. The following neighborhoods were present:
Pleasure Beach, Roxwood RD., North Rd, Myrock Ave and Clement St. Clement St is new to
the program and this was her first meeting.
The following topics were discussed during the meeting:
° Issues regarding illegal operation of ATVs and dirt bikes. Attendees were advised how
best to report (if safe to do so). While their safety is most important, if they do witness
illegal rides, they were encouraged to note clothing and vehicle descriptions.
e Previous recommendations on simply locking cars has been changed to also removing
valuables from inside. There have been incidents around the state of forced entry into
locked vehicles to steal valuables.
e Pleasure Beach was updated on ongoing patrol checks of beach area. A quick check of call
logs revealed 55 logged checks. This figure does not take into account officers regular
drive throughs that may not be officially logged with dispatch. It was asked if trespassing
has been an issue this year and if the police department has received any complaints.
Dispatch logs found no reports to the police for the months of June, July and August.
e Reports of possible frequent gatherings of dirt bikes in the area of Old Norwich and RTE
32 between hours of 9-10 p.m. Riders will ride in the area, perform stunts and leave in the
direction of Norwich or New London.
e Ongoing concerns over vehicles running the red light north on RTE 32 near Old Norwich
RD.
e Clement Street has 12 neighbors that have all signed up as part of the new group. I advised
that I would look into getting a new sign for their street.
e Efforts by patrol to address speeding concerns on North Road were appreciated. Always
an ongoing problem.

New Officer Updates
Hiring Process: The Waterford Police Department continues it’s efforts in recruit-
ing and hiring. The hiring process for entry level and certified officers is open and
will remain open for the next several months. Two prospective candidates success-
fully completed: written and physical agility testing, an oral board examination, an
Officer accompanied ride along, and the Chiefs Interview.
Recruit Status: Officer David Diogo is scheduled to join the Waterford Police
Department on September 11, 2023 as a lateral transfer from the New London
Police Department. Officer Diogo will undergo a modified, four week period of
Field Training to familiarize himself with the operations of the Waterford Police
Department.

TRAINING REPORT
AUGUST 2023
An in house CPR/AED refresher training was attended by all members of the
Waterford Police Department. Sergeant Richard Advevich instructed the course
which included: updates to course material, a hands on practical skills
assessment and the distribution of disposable CPR Face Shields for Officer safety.
Officers Colkos, McComic and Ewing attended a two-day training, to
enhance skills in detecting impaired drivers. The Advanced Roadside Impaired
Driving Enforcement ARIDE course was instructed by Officer Gil Maffeo and is
designed to increase officer awareness of the indicators of impaired/drugged
drivers.
An in house Less-Lethal shotgun course was attended by Officers Scarpa, Brown
McComic, Charron and Ewing. Officer Jake Nickerson instructed the course
utilizing existing shotguns, converted to discharge cloth covered bean bags as a
less-lethal option. Officers were instructed on the proper operation, as well as
effective placement areas of the bean bag projectiles for compliance, while
minimizing potential injury.

Officer DiFusco attended a Physical Assessment Battery Examiner training. The
course included instructional and practical examinations in compliance with
POST-C standards. Officer DiFusco successfully completed the training, required
to administer/proctor the physical agility phase of the recruitment process.

Vehicle Engages Officer in Pursuit: Firearms Located Monthly:Snap:Shot:
On August 20, 2023 at 0043 hours Officer Colkos observed a motor
vehicle driving recklessly on RTE 32 northbound. He attempted a
MV stop and the vehicle fled at a high rate of speed engaging OFF Case Numbers 169
Colkos in a pursuit. The pursuit was quickly terminated but the
vehicle was found a short time later abandoned in Montville just over
the town line. The occupants had fled, a perimeter was set up, and Juvenile Arrests 7
two firearms were recovered as well as several shell casings. It is
believed the MV was involved in a NL shooting earlier in night.

The Waterford Police Department participated in the annual Waterford wyitten Warnings 127
Week parade. The color guard, ATV, Humvee, and bike patrol al
participated in the event. The patrol division and traffic officer Infractions 27
provided support in various capacities which included directing traffid
and closing roads to ensure the safety of all participants. The event Verbal Warnings 210
was a great success for the town of Waterford.

Larceny Arrest / Wanted Person Located
On August 16, 2023 OFF Scarpa responded to Home Depot for the repor
of a larceny. It was reported that two suspects had pushed a shepping cart (yy
other merchandise, making no attempt to ray for the merchandise: The}
subjects refused to stop for Home Depot loss prevention but were stopped
by OFF Scarpa upon his arrival. All of the merchandise was recovered
and the suspects were taken into custody. It was determined that the male
suspect had a warrant held by the CSP as well as a “Remand to Custody”.
EDP Committal
On August 17, 2023 the WPD was dispatched to an Emotionally Disturbed Persons call on
Cottage Lane. It was reported that the person in distress had left the scene but had made
mention of “dying from suicide by police”. OFF Devine and OFF Bushwack broadcast the
vehicle to surrounding towns and attempted to “ping” the subjects cell phone in an attempt to
locate the emotionally disturbed person. Both officers, who are Crisis Intervention Trained,
were able to speak with the person, via phone, who was now in the New Haven area. They
were able to talk him into going to the West Haven VA hospital. Once there a police emer-
gency examination was completed and faxed to the VA to get the subject the necessary help.
Juvenile Arrests / Stolen Moped
On August, 15, 2023 at 1538 hours Officer Genung, Officer Scarpa, and Officer Bushwack
were dispatched to 35 Kenyon RD for a disturbance. The 911 caller reported he had located
his stolen moped which was being driven around by three juveniles. Upon arrival it was
learned that the moped was in fact a FILE 01 (stolen MV) out of New London, CT. All three
subjects on the moped (juveniles) were arrested and issued Juvenile Summons. All three cas-
es are being diverted to the Waterford Juvenile Review Board.
Impersonating a Police Officer Arrest
Waterford Police Department’s evening shift initiated a MV stop on Avery LN. #2 3—=
The operator was found to be driving a Dodge Challenger with fully equipped
hideaway blue and red lights, rear mount antenna, push bumper, and exterior
sirens. The operator provided police with a fake CIA credential. An arrest
was made for impersonating a LE officer and several other MV charges.

Animal Control
Report
August 2023
On August 2nd a citizen was in their yard when an
area stray cat chased a squirrel through the yard
and across her legs, causing a minor puncture
wound to her foot. While it was not believed to be a
bite, the injury drew blood and to be safe the cat
was captured in a trap and held for a quarantine
period at the animal shelter. The cat has completed
its quarantine and is currently up for adoption.
On August 16th after reading dozens of concerns and rumors from citizens regarding
possibility of animal acts at the circus that is being held at the Crystal Mall. Animal
Control Officers went there, speaking to the supervisors and dog trainer, we learned
that there are four ponies there to give children pony rides and ten dog that perform
tricks as a part of the show, there are no other animal acts associated with this circus.
We checked on each horse and dog, all were in good health, all had health certificates
and vet records that showed they were current on their required vaccinations. This in-
formation was relayed on social media to help alleviate concerns.

Internship: Intern Mackenzie Andrews had her orientation and was given a tour of the
police department.
Domestic Violence Follow-ups: Conducted 16 follow-ups with DV victims. Hosted the
Connecticut Coalition Against Domestic Violence’s Quarterly Meeting.
Community Clean-up: Organized 20 kids from Camp Dash and Camp Courant to volunteer
to pickup trash along Miner LN. Waterford Ambulance, Fire & Public Works assisted with
the pickup. Nana’s Byrek donated pizzas for lunch.
National Night Out: Participated in East Lyme Police’s event. Hodges interacted with
attendees and Waterford Police vehicles were brought for touch-a-truck.

Assistance to Youth Officers: Spoke about traffic stop safety at Rae’s Driving School.
Attended Waterford Youth Football/Cheerleading’s Opening Day and the Waterford
Library’s Back to School Sundaes Event. Assisted at the Pack the Police Car School Supplies
Drive. Attended multiple Waterford School Open Houses. Performed extra school checks
and helped with traffic issues during the first week of school.
Interaction with Youth Services: Visited Camp Dash and Summer Playground.
Neighborhood Watch: Attended monthly meeting to assist Det. Sgt. Fedor.
Interaction with Senior Services: Attended Coffee with a Vet. Visited Bayview Health
Care, New London Rehab & Care and Senior Services’ Cognitive Issues Help Group.
K-9 Officer Hodges: Participated in a Police Cruiser Parade for a Waterford juvenile
resident that is diagnosed with cancer. Interacted with attendees at the Waterford
Library’s Read to Hodges Event and the Waterford Parade. Visited the New London
Superior Court and Mitchell College’s Freshman Orientation.
Officer Wellness: Organized the presentation of the Officer Lapkowski Torch Run
Memorial Plaque. Assisted in the organization of the Waterford Police Chaplains grilling
for officers. Coordinated an officer wellness event at the Mystic Aquarium with multiple
law enforcement comfort K-9s.
Autism/Cognitive Issues Programs: 1 participant added to the Cognitive Issues Program
and 3 participants added to the Autism Awareness Program.
Rotary Club: Attended monthly meeting.
