SPECIAL MEETING MINUTES
BOARD OF POLICE COMMISSIONERS
June 14, 2022 at 6:00 p.m.
PRESENT: Chairman C. Gamble, Commissioner M. Gelinas, Commissioner R. Brule,
Commissioner J. Dimmock remotely
ABSENT: Commissioner T. Sheridan
DEPARTMENT: Chief M. Balestracci, LT D. Ferland, Sgt. T. Gelinas, Sgt. P. Flanagan,
Det. Sgt. M. Fedor, Ofc. M. Sylvestre, Ofc. J. Nickerson, Ofc. P. Epps,
Ofc. R. DiFusco
CALL TO ORDER AND ESTABLISH A QUORUM:
Commissioner Gamble called the meeting to order at 6:03 p.m. in the General Meeting Room of
the Waterford Police Department. A Quorum was established.
MOTION: Made by Commissioner Gelinas and seconded by Commissioner Brule to enter into
Executive Session for Lieutenant and Sergeant interviews at 6:05p.m. Chief Balestracci was
included in the Executive Session. Motion passed unanimously.
The Board came out of Executive Session at 10:02 p.m. No votes or actions were taken while in
Executive Session.
MOTION: Motion made by Commissioner Gelinas and Seconded by Commissioner Dimmock
to promote Sergeant Flanagan to the rank of Lieutenant effective Monday, June 19, 2023 and to
continue the remaining officers on an active promotion list for one year from today’s date.
Motion passed unanimously.
MOTION: Motion made by Commissioner Gelinas and Seconded by Commissioner Dimmock
to promote Officer Epps to the rank of Sergeant effective Monday, June 1, 2023 and to continue

the remaining officers on an active promotion list for one year from today’s date. Motion passed
unanimously.
MOTION: Made by Commissioner Gelinas and Seconded by Commissioner Dimmock to
adjourn the meeting at 10:05 p.m. Passed unanimously.
