1. CALL TO ORDER/APPOINTMENT OF ALTERNATES ‘oO

The G. Attanasio was seated for J. Szymanski. A quorum was established. The meeting was called to
order at 5:06 PM.
2h APPROVAL OF MINUTES - March 10, 2022 Meeting
MOTION: Motion made by G. Attanasio, seconded by E. Palmer, to approve the minutes of the
March 10, 2022 meeting.
VOTE: 3-0
3. COMMISSION PROJECTS AND INITIATIVES:
e Small Business Grants
A Piersall informed the Commission that there were two respondents to the Request for Services for
an Economic Development Consultant. This individual will assist the EDC with managing the
Small Business Grants as well as marketing and outreach. Both candidates were interviewed by
Abby and the First Selectman with a recommendation to be made to the Board of Selectmen on
May 3, 2022. Assuming the Board of Selectmen accepts the recommendation, the consultant would
be available to appear before the EDC at its June 9, 2022 meeting.
4. TOWN DEVELOPMENT PROJECT AND PERMITTING STATUS
A. Piersall and M. Wujtewicz updated the Commission with the status of two pending regulation
amendments currently under consideration by the Planning and Zoning Commission.
e M. Wujtewicz described the proposed amendment, which is sponsored by the Planning and Zoning
Commission relative to parking requirements for uses that are not listed in the Zoning Regulations.
The proposed amendment would allow an applicant to present the parking demand calculations that
are listed in the most current edition of the Institute of Traffic Engineers Parking Generation
Manual.
e Piersall updated the Commission on the proposed regulation amendment, also sponsored by the
Planning and Zoning Commission regarding Accessory Outdoor Dining. The proposed amendment
would allow outdoor dining at established restaurants and cafes as an accessory use with specific
standards and criteria. The purpose of the amendment would also establish Accessory Outdoor
Dining as a permanent use once the Governors executive order allowing temporary outdoor dining
expires on April 30, 2023.

8. OTHER BUSINESS
e The Commission briefly discussed the recent establishment of the new Southeastern CT Chamber
of Commerce Innovation Center. They all concurred that it provided a good opportunity for
Waterford entrepreneurs to establish their products and business. D. Radin will update the
Commission more at the next meeting.
e D. Radin informed the members of the Commission that after a meeting with the First Selectman,
the EDC’s draft Energy Policy Statement in support of Raised Bill 5202 would not be going
forward.
