Town of Waterford Harbor Management Commission
Meeting Minutes for Wednesday, February 4, 2026
Louise Applebee Room – Town Hall – 5:00 p.m.
1. Establish a quorum and call the meeting to order
Commissioner Buths, Jr. called the meeting to order at 5:02 p.m.
after establishing a quorum.
Present were Commissioners Buths, Jr., DeRosa, Porter, Jamroga,
Wise and Arfi. Absent were Commissioners Hughes, Crocker, and
Bunnell.
Also absent was Harbor Master Crocker.
2. Pledge of Allegiance
3. Approval of the January 7, 2026, meeting minutes
Motion made by Commissioner Wise, seconded by Commissioner
Jamroga to approve the January 7, 2026, meeting minutes as filed.
All in favor, motion carried.
4. Harbor Master Report
Harbor Master Crocker was not present to give a report.
a. Discussion regarding Town dock repairs, SHIPP grants and
meetings
In an email from Melissa Root, Community Liaison with the
Connecticut Port Authority the RFA (request for applications) was
released on January 21, 2026, with applications accepted until
February 20, 2026. The applications are accepted online with the
applications available on the Port Authority website.
5. Correspondence
Chairman Hughes forwarded several emails regarding the problems

the ice is causing in the Niantic River with pilings, moorings and
vessels.

7. Old Business
a. Update regarding progress to date with the Town Attorney and
State approval of the amended Harbor Management Plan and maps.
Commissioner Wise has submitted the document to the First
Selectman’s office who will forward the document to the Town
Attorney for review.
b. Update/vote to approve the 2026 mooring and pulley pole
applications and documents.
The Commission members did not have anything additional to add
or change on the 2026 documents and thanked Chairman Hughes
for preparing the 2026 documents.
Motion made by Commissioner Wise, seconded by Commissioner
DeRosa to approve the 2026 Mooring and Pulley pole applications
and related permitting materials and to forward the documents to
the Town Clerk to post on the Harbor Management Commission
website. All in favor, motion carried.
8. Public comment relating to Waterford Harbor Management
Commission business only.
There was no one present from the public to address the
Commission.
9. Adjournment
There being nothing further to discuss the Commission adjourned
the meeting at 5:25 p.m.
