FLOOD AND EROSION CONTROL BOARD
SPECIAL MEETING MINUTES.
SITE VISIT
FEBRUARY 9, 2020 SUNDAY
Co-Chairman Renegar called special meeting to order at 1:04pm. Site: Leary Park.
Attendance: Geneva Renegar, Betsy Gelinas, Chris Callahan, Baird Welch-Coilins, Alex Kuvalanka.
Absent: George Horran (notified absence).
Other: Roger Ruggeri
Convened at the top parking lot of Leary Park. Noted large pile of sediment directly across the park, at
Silva Lane. Appeared to be run off from the pile into the park.
Followed park driveway to soccer field. Noted signs of erosion and run off along descent of hill. One
drain in particular has a buildup of soif at the mouth and sides of the grate. Appears good amounts of
soil have traveled into this drain.
Circled around soccer field along Green Swamp Stream on the surrounding wood paths and trails.
Followed stream to the back of the field. Just beyond the large rock pile, in the area of sewer caps #1985
and #1984) came across a surprising pond. The stream was no longer following it’s mapped course along
the stone wall. Appeared sediment carried down the hill (visible by distinct gullies) may have created a
dam effect over time. .
Continued following stream to manmade lake on Twin Lakes. Observed vegetation and stream flow.
At this point returned to vehicles and drove to Twin Lakes Road to observe the opposite side of the lake.
Observed vegetation (tall grasses, reeds, etc.) growing in what appeared to be, at the mouth of the
entrance to the exit spillway of the upper Lake. On the downside lake, similar growth appears at the
point where water enters this lower lake. Questioned if sediment deposits might be creating potential
blockage. Also, questioned if intake at the upper lake can handle the discharge at the exit to the lower
lake.
