Meeting Minutes Flood And Erosion Control Board Town Hall March 4, 2020 7:00 PM . Call To Order and appointment of alternates a. Co-Chairman Gelinas called meeting to order at 7:08 PM b. In attendance: Geneva Renegar, Betsy Gelinas, Chris Callahan, Alex Kuvalanka c. Absent: George Horran, Baird Welch-Collins Pledge of Allegiance The Pledge of Allegiance was observed . Approval of Regular Meeting Minutes of February 5, 2020 MOTION: Ms. Gelinas moved to accept the February 5 Meeting Minutes, as presented. Seconded by Mr. Callahan. (4-0) Unanimous. . Approval of Special Meeting Minutes of February 9, 2020 a. MOTION: Mr. Callahan motioned to approve the February 9, 2020 Special Meeting Minutes. Seconded by Ms. Gelinas. (4-0) Unanimous. b. Ms. Gelinas amended a mention of Twin Lakes Road to Twin Lakes Drive. Ms. Renegar moved to replace the last sentence to mention attempts to contact Maureen Sullivan about falloff. c. MOTION: Mr. Callahan motioned to accept the minutes as amended. Seconded by Ms. Gelinas. (4-0) Unanimous. ; . Treasurer’s Report Tabled due to the absence of Mr. Welch-Collins New Business The Waterford Budget Meeting on March 16 will involve the 2021 FECB budget. . Old Business a. Twin Lakes Drive Flooding Concern i. Ms. Gelinas updated the board about an update from Abby Piersall from DPW; Director Piersall said that the Town has rights to maintain drainage within 30 feet of the roadway, however, the blockage from Twin Lakes was on private property. b. Mr. Callahan went through file cabinets at Town Hall, and there were various documents discovered, including the results of the bathometric study of Alewife cove. i. Mr. Callahan mentioned a possible follow-up with Director Piersall before forming an erosion plan for Alewife Cove ii. Mr. Callahan also mentioned the possibility to follow up with the contractor who previously surveyed the coast of Waterford for erosion. iii. Mr. Callahan lastly mentioned the need to continue sorting through the files, which he will continue. c. Ms. Gelinas brought up the public view at the solar farm on Oil Mill Road on March 31, and Ms. Renegar mentioned the environmental concern brought up by environmental group Save the Hills, Save the Sound, including the concern of possible erosion. 8. Plans Review: 26 Jordan Cove Rd. a. Concerns were raised about recent erosion in the area. The lack of a symbol key, and the removal of trees from the area. b. It was recommended that the p[lanners update the plans with a symbol key and follow the 2002 CT Guidelines for Soil Erosion and Sentiment Control. c. Mr, Callahan reviewed the plans. ; 9. Correspondence No correspondences. 10. Payment of Bills ‘ Tabled due to the absence of Mr. Welch-Collins. 11, Adjournment a. MOTION: Mr. Callahan motioned to adjourn. Seconded by Mr. Kuvalanka.
