Conservation Commission
October 13, 2022 6:30 PM

1. CALL TO ORDER AND APPOINTMENT OF ALTERNATES
The meeting was called to order at 6:32p.m. I. Plis was seated for the vacant seat.

2. APPROVAL OF THE September 22, 2022 MEETING MINUTES
Motion: Motion made by M. Keatley, second by W. Thomas to approve the September 22,
2022 meeting minutes.
Vote: 6-0-1 (I. Plis abstained)
APPROVAL OF THE October 6, 2022 SPECIAL MEETING MINUTES
Motion: Motion made by T. Maidelis, second by I. Plis to approve the October 6, 2022.
Vote: 7-0-0
3.. PUBLIC HEARING
C-22-9, 21 Gurley Road, Commercial Office and Warehouse Complex, Stone Ridge R E, LLC,
Owner & Applicant, CLA Engineers, Agent
Staff read a letter dated October 12, 2002 sent via email from Attorney W. Sweeney requesting
an extension of time for the public hearing to be continued to and through October 27, 2022.
(Exhibit #15).
Motion: Motion made by T. Maidelis, second by W. Thomas to continue the public
hearing to October 27, 2022 at 6:30 p.m. in the Town Hall auditorium and to grant
an extension of the time to complete the public hearing to and through October
27, 2022.
Vote: 7-0-0
4, APPLICATION REVIEW
C-22-10, 184 Boston Post Road, Civic Triangle Pond, Universal Access & Pond Improvements,
Town of Waterford, Owner & Applicant, Kent + Frost Landscape Architecture, LLC Agent.
Staff read an October 7, 2022 summary of the public hearing and findings for consideration
prepared for the Commission, and reviewed criteria for decision under Section 10.2 of the
regulations. The Commission agreed with the recommended conditions for approval identified
in the findings and drafted permit approval.
Motion: Motion made by T. Maidelis, second by D. Lersch to approve the draft permit as
written.

5. NEW APPLICATIONS
No new applications were received.
6. VIOLATIONS
1122, 1124 Hartford Turnpike, Unauthorized fill, grading & deposition of materials adjacent to
inland wetlands.
The site restoration is due to be completed October 30, 2022. Staff will report at next meeting.
7. OTHER BUSINESS
215 Waterford Parkway North, Permit #95-07, request to modify monitoring.
Stephen Pietrzyk, (Green Development Consultants, LLC) and Dennis Harlow (Sonalysts, Inc)
were present. S. Pietrzyk reviewed the water quality monitoring data from 2011 through 2022,
stating the results at the discharge monitoring point are less than or equivalent to background
levels in Stony Brook reported in 1996. He requested the monitoring of water quality parameters
be reduced or eliminated based on the long term monitoring data. He noted that Sonalysts is
doing a good job of maintaining the stormwater system and recommended an annual stormwater
system maintenance and inspection report be submitted to the Commission.
Motion: Motion made by W. Thomas, second by I. Plis to modify the monitoring of
stormwater required in permit #95-07 to eliminate water quality testing and
reduce the reporting to an annual storm water system maintenance report.
Vote: 7-0-0
Draft Annual Report - Staff distributed for review a draft 2021-2022 annual report and draft
meeting schedule for 2023.

9. PAYMENT OF BILL — The Day - $581.65
Motion: Motion made by W. Thomas, second by T. Mailedis to approve payment of The
Day bill.
