CALL TO ORDER AND APPOINTMENT OF ALTERNATES R. Muckle called the meeting to order at 6:30 p.m. R. Muckle asked J. Wainscott to sit for W. Thomas. 2. APPROVAL of the October 8, 2020 MEETING MINUTES Motion: Motion made by J. Wainscott, second by D. Lersch to approve the October 8, 2020 meeting minutes. Vote: 6-0-1 (T. Maidelis abstained from the vote) 3. APPLICATION REVIEW No applications were discussed. 4, NEW APPLICATIONS No new applications were received. 5. VIOLATIONS No violations were reported. 6. OTHER BUSINESS C-20-14 14B Shore Road — Request to Increase Paved Width of Driveway and Modify Culvert Crossing with Longer Pipe — Killingly Engineering Associates, Agent Ian Cole was present on behalf of the applicant to review the modification request. He explained that increasing the paved width of the driveway does not result in additional wetland disturbance. The proposed modification to the driveway culvert involves increasing the length of the culvert from 24 feet to 40 feet and elimination of the headwall and wingwalls. The modification involves 300 square feet of additional wetland disturbance. Mr. Cole noted the wetland culvert is located in a previously disturbed area and the 300 square feet of disturbance is mitigated by the area of wetland creation being constructed on the property. R. Muckle deferred the role of the chair to T. Maidelis due to problems with his audio connection. Commission members discussed the modification request. Staff noted that a plan has not been submitted showing the proposed changes. Conservation Commission Minutes October 22, 2020 p.2o0f2 Motion: Motion made by M. Stankov, second by G. Renegar to table the application to the next meeting where the applicant should submit a revised cross section and the proposed wetland disturbance. Vote: 7-0 Review of Draft Budget — FY 21/22 The Commission discussed the draft budget. Motion: Motion made by M. Stankov, second by J. Wainscott to approve the proposed draft budget with modification to the Planning Services description of the stream sampling to include data compilation. Vote: 7-0 Review of Annual Report — FY19/20 The Commission discussed the draft annual report. Commissioners recommended the description under Conservation Tasks “B” to include wording noting the Commission obtained examples of evaluation matrices from other Conservation Commissions in bordering towns. Motion: Motion made by D. Lersch, second by G. Renegar to approve the draft annual report with revisions as discussed. Vote: 7-0 7. CORRESPONDENCE Staff reviewed with the Commission the draft report of Commission action for 140 Waterford Parkway South. Motion: Motion made by D. Lersch, second by M. Stankov to approve the Report of Commission Action. Vote: 7-0 8. PAYMENT OF BILLS No bills were discussed. 9. ADJOURNMENT Motion: Motion made by D. Lersch, second by J.
