MINUTES BOARD OF POLICE COMMISSIONERS MAY 11, 2020 PRESENT: Thomas Sheridan, Chairman; James Dimmock, Vice Chairman; Mark Gelinas, Secretary; and Robert Brule, Commissioner DEPARTMENT: Chief Mahoney, Lt. Silva, Lt. Balestracci, Lt VanOverloop, Training Sergeant Ferland and Traffic Officer Spearrin ABSENT: William Auwood, Commissioner PLEDGE OF ALLEGIANCE: CALL TO ORDER AND ESTABLISH QUORUM: Chairman Sheridan called the meeting to order at 5:00 p.m. via Zoom. A Quorum was established. PUBLIC INPUT No public input. Chief Mahoney noted that election of Officers should have be placed on the agenda and asked if it could be added at this time. MOTION: made by Commissioner Brule and seconded by Commissioner Dimmock to add election of Officers to the agenda. PASSED. MOTION: made by Commissioner Gelinas and seconded by Commissioner Sheridan to elect the following board members as Chairman, Vice-Chairman and Secretary for the term of May 2020 through May 2021. PASSED Chairman James Dimmock Vice-Chair Mark Gelinas Secretary Thomas Sheridan ACCEPTANCE OF MINUTES: Acceptance of the Special Meeting Minutes of May 5, 2020. MOTION: made by Commissioner Dimmock and SECONDED by Commissioner Gelinas to accept the special meeting minutes of May 5, 2020. PASSED. CORRESPONDENCE: No correspondence TRAFFIC COMMISSION REVIEW AND TRAFFIC REPORT FOR APRIL Traffic Officer Spearrin reviewed the report with the Commission noting there were no Traffic Commission requests. Report was received. Board of Police Commissioners Meeting May 11, 2020 Page 2 CHIEF’S REPORT a. Retirement Payouts Chief Mahoney stated that due to retirements in this fiscal year’s budget there would be a shortfall in the budget. He noted he had asked the Town to create a line item for this type of expenditure so department line items would not sustain this type of unforeseen impact. b. April K-9 Reports Reports were received. c. April Investigative Services & Youth Report Reports were received. d. April Training Report Report was received e. April Records Report Report was received. f. April CSO Report Report was received. g. April Patrol Report Report was received h. April Animal Control Report Report was received. OLD BUSINESS Nothing noted. NEW BUSINESS Chief Mahoney noted that the existing hiring list has been completed and that the process will need to begin to create a new hiring list. He noted with recent retirements a new Sergeant and a new Detective will be promoted creating hiring spots for Officers. Chief Mahoney discussed the new uniform change being proposed. He displayed what the new uniform would look like and asked the Commission for their opinion. It was the opinion of the Commission that the proposed uniform change would be a good one.
