Silva, Lt. Balestracci, Lt VanOverloop, Training Sergeant Ferland, and Traffic Officer Spearrin Chief Mahoney introduced the newest Commissioner member, Christopher Gamble. He welcomed him to the Commission and had each member introduce themselves including Staff. CALL TO ORDER AND ESTABLISH QUORUM: Chairman Dimmock called the meeting to order at 5:00 p.m. A Quorum was established. PUBLIC INPUT ‘No public input. ACCEPTANCE OF MINUTES: Acceptance of the Special Meeting Minutes of August 17, 2020. MOTION: made by Commissioner Gelinas and SECONDED by Commissioner Brule to accept the meeting minutes of August 17,2020. PASSED. CORRESPONDENCE: Thank you emails from Patrick, Manager at Raymour & Flannigan, to Officers Sylvestre, Swarr and Barrows, from Mr. Macrino to the Waterford Police Department, and from a Waterford citizen to Officer Swarr. From Jerry & Margaret Kuklinski to Sgt. Farrior, Officers Firmin and Lapkowski, from Kathleen McCarty to numerous Officers regarding a missing child and an email from Chief Mahoney to numerous Officers regarding the missing child. TRAFFIC COMMISSION REVIEW AND TRAFFIC REPORT FOR AUGUST AND SEPTEMBER Traffic Officer Spearrin reviewed the report with the Commission. Report was received. There were no decisions made by the Traffic Commission at this meeting. CHIEF’S REPORT a. Letter from Karen Boisvert Police Academy Administrator regarding Compliance to Law Enforcement Standards and Practices Program. Sergeant Ferland discussed the letter with the Commission stating the Department meets or exceeds Public Act 18-161. Board of Police Commissioners Meeting October 13, 2020 Page 2 b. Residential Parking Permits Chief Mahoney discussed the residential parking permit proposal for Reed Avenue with the Commission. He noted that parking for residents in that area can be quite challenging and stated this should alleviate some of those issues. c. August & September K-9 Reports Reports were received. Lt. Balestracci noted that Sergeant Flanagan would no longer be an active K-9 handler but would continue to advise and support the two active K-9 handlers utilizing his years of experience. d. August & September Investigative Services & Youth Reports Reports were received. e. August & September Training Reports Reports were received. f. August & September Records Reports Repoits were received. g. August & September CSO Reports Reports were received. h. August & September Patrol Reports Reports were received. i, August & September Animal Control Reports Reports were received. OLD BUSINESS a. Police Commissioner responsibilities Chief Mahoney stated that he spoke with Attorney Duggan regarding the responsibilities of the Police Commission concerning Civilian Complaints. Attorney Duggan stated that the Board of Police Commissioners did not have any responsibilities regarding the Civilian Complaint procedure. Chief Mahoney noted Section 7-294bb & 7-294bb from Attorney Duggan’s response, he also emailed this to all the Commissioners. He also stated that the Town website had been updated to reflect the Police Commissioners names and their purpose and mission. b. Waterford Police Department by the Numbers Graph Chief Mahoney discussed the document with the Commission, which shows the Police Department’s use of force and car stops by race, ethnicity and nature of violation. He noted he would be doing this report quarterly and sending it to the Commission for their review. PASSED ADJOURNMENT MOTION: made by Commissioner Dimmock and SECONDED by Commissioner Gelinas to adjourn the meeting at 5:45 p.m. Passed unanimously.
