MINUTES
BOARD OF POLICE COMMISSIONERS
JULY 28, 2020
PRESENT: James Dimmock, Chairman; Mark Gelinas, Vice Chairman, Thomas Sheridan,
Secretary; and Robert Brule, Commissioner
ABSENT: William Auwood, Commissioner
DEPARTMENT: Chief B. Mahoney, Lt. T. Silva, Lt. M. Balestracci, and Lt. N. VanOverloop
PLEDGE OF ALLEGIANCE:
CALL TO ORDER AND ESTABLISH QUORUM:
Chairman Dimmock called the special meeting to order at 4:00 p.m. in the General Meeting Room of
the Waterford Police Department. A Quorum was established.
MOTION: made by Commissioner Sheridan and seconded by Commissioner Gelinas to enter into
Executive Session for the purpose of conducting Sergeant Interviews at 4:03 p.m. Chief Mahoney was
included in the executive session along with Lt. Silva, Balestracci and VanOverloop when needed.
The Board came out of Executive Session at 6:18 p.m. There were no motions made or action taken
while in Executive Session.
MOTION: made by Commissioner Gelinas and SECONDED by Commissioner Sheridan to promote
Officer Richard Avdevich to the rank of Sergeant effective on the date to be determined by the needs
of the Department and to establish a promotional pool good for one year from today’s date, July 28,
2020. The list is in alphabetical order.

MOTION: made by Commissioner Gelinas and seconded by Commissioner Sheridan to adjourn the
meeting at 6:15 p.m. Passed unanimously.
