BOARD OF POLICE COMMISSIONERS
June 9, 2025 at 5:00 p.m.
PRESENT: Commissioner C. Gamble, Commissioner M. Gelinas, Commissioner J.
Dimmock
ABSENT: Commissioner R. Brule, Commissioner T. Sheridan

CALL TO ORDER AND ESTABLISH A QUORUM:
Commissioner Gelinas called the meeting to order at 5:00 p.m. in the Town Hall Auditorium. A
Quorum was established.

ACCEPTANCE OF MINUTES:
MOTION: Made by Commissioner Gamble and seconded by Commissioner Gelinas to accept
the May 12, 2025 Regular Meeting minutes. Motion passed.

TRAFFIC COMMISSION REVIEW:
Traffic Report was received.
CHIER’S REPORT:

OLD BUSINESS:
a. Recording Commission Meetings — Audio and video are currently being tested. The
project is complete and will be removed from the agenda.
NEW BUSINESS:
a. Retail Theft Initiative - LT Flanagan presented a brief explanation of the Retail Theft
Initiative program. He spoke about the police department’s efforts to assist participating

retailers by increasing business checks, posting message boards, holding bi-monthly
trainings for loss prevention staff, emailing bulletins, and implementing a bike patrol in
an effort to be more visible. These efforts have resulted in a 31% larceny reduction over
a six month period when compared to the same time period the previous year. All
retailers participating in the RT] have experienced a decrease in theft. Chief Balestracci
stated that the RTI and the Traffic Unit have combined efforts to curb theft and are seeing
positive results.
b. Executive Session for candidate interviews
MOTION: Made by Commissioner Dimmock and seconded by Commissioner Gamble
to enter into Executive Session and at 5:27 p.m. Chief Balestracci and LT Ferland were included
in the Executive Session. Motion passed unanimously.
The Board came out of Executive Session at 6:06 p.m. No votes or actions were taken while in
Executive Session.
MOTION: Motion made by Commissioner Gamble and Seconded by Commissioner Dimmock
to extend offers for the current vacancies, contingent on the candidates successfully completing
the hiring process and background investigations, to the following candidates:
1. Nesenya Johnson-Claudio
2. Ravan Carrero
Motion passed unanimously.
MOTION: Made by Commissioner Gamble and seconded by Commissioner Dimmock to
adjourn the meeting at 6:07 p.m. Motion passed unanimously.
