1. CALL TO ORDER AND APPOINTMENT OF ALTERNATES
Chairman Muckle called the meeting to order at 6:30 p.m. Ivy Plis was seated for M. Stankov
and J. Wainscott was seated for J. Patterson.
2. APPROVAL of the December 10, 2020 MEETING MINUTES
Motion: Motion made by J. Wainscott, second by W. Thomas to approve the December
10, 2020 meeting minutes with discussed typographical corrections.
Vote: 6-0
3. APPLICATION REVIEW
C-20-19: 384 & 394 Willetts Avenue Ext, — Multi Family Development — Home Theater TV,
Inc. and Douglas W. Wierczorek, Owners, Sig Con Associates, LLC, Applicant, Yantic River
Consultants, LLC
Brandon Handfield P.E. reviewed with the Commission modifications and updates made to the
plan in response to comments. Changes were made to the orientation of Building A and C and
they are further from the wetland boundary. Additional plantings were added at the edge of site
clearing to create a physical and visual border. Forebays were added to the detention basins and
filter beds added to the basin bottoms to promote infiltration. He noted that a landscape plan has
been added to the plan set. The limits of clearing have not been changed. The site elevation has
been lifted to keep the project above the ledge and seasonal high groundwater. 168 parking are
provided with 167 required, with the appropriate amount of accessible spaces provided.
R. Muckle asked if there will be any delineation showing the area to be conserved at the edge of
lawn. He requested a post or marker every 50 feet.
Staff asked if the limit of clearing and lawn would be identified as a wetland non-encroachment
boundary. B. Handfield agreed it will be marked.
W. Thomas asked if a guardrail should be installed at the edge of the Basin A between the
driveway and the basin.
Staff noted all of her comments had been addressed.
Motion: Motion made by T. Maidelis, second by J. Wainscott to have staff prepare a draft
permit for review at the next meeting.

Staff reviewed the draft permit with the Commission. It was noted that the address should read
as Shore Road not Spithead Road.
Motion: Motion made by W. Thomas, second by J. Wainscott to approve the draft permit
with the noted correction.
Vote: 6-0
4. NEW APPLICATIONS
No new applications were received.
5. VIOLATIONS
14B Shore Road — Unauthorized Culvert Installation and Fill Placement within Wetlands and
Watercourses — Notice of Violation November 12, 2020 — Wetland Enhancement Plan to be
submitted by May 31, 2021 and implemented within 90 days of approval.
The Commission is waiting for submission of the Wetland Enhancement Plan, no further action
was taken.
6. OTHER BUSINESS
11 Oak Road — Request for Bond Reduction for C-15-11
Staff reviewed with the Commission the request for bond reduction. She noted that work has
been done and estimates have been submitted in support of the reduction.
Motion: Motion made by W. Thomas, second by T. Maidelis to reduce the bond to $2,500.
Vote: 6-0
7. CORRESPONDENCE
No correspondence was discussed.
8. PAYMENT OF BILLS
Motion: Motion made by W. Thomas, second by J. Wainscott to pay the bill for The Day,
$81.70.
Vote: 6-0
9. ADJOURNMENT
