CALL TO ORDER AND APPOINTMENT OF ALTERNATES R. Muckle called the meeting to order at 6:30 p.m. I. Plis was seated for D. Lersch, J. Wainscott was seated for the vacancy. 2. APPROVAL of the July 8, 2021 MEETING MINUTES Motion: Motion made by J. Wainscott, second by G. Renegar to approve the July 8, 2021 meeting minutes. Vote: 5-0-1 (I. Plis abstaining) 3. APPLICATION REVIEW C-21-7: 44 Way Hill Road — Pond Excavation & Maintenance — Steven Shiavone, Owner & Applicant Motion: Motion made by J. Wainscott, second by W. Thomas to approve the draft permit as written. Vote: 6-0 4, NEW APPLICATIONS C-21-08: 908 Hartford Turnpike — Multifamily Development — Cohanzie Partners, LP., Applicant, Estate of Constance Rice, Owner, & Mike Ott, P.E., Agent Mike Ott, PE, Summer Hill Civil Engineers reviewed the site location and proposed lay-out plans with the Commission. The parcel is 16.5 acres located on Route 85. The proposal includes 2 buildings containing 40 one and two bedroom rental units, with associated parking and a community building and stormwater management system. He stated that with the exception of some grading and the stormwater outlet, all activity is more than 50 ft. from the wetlands. Commissioner Thomas requested information on any site borings and test pits conducted in the proposed infiltration area. M. Ott will provide the geotechnical report. He noted there is no groundwater or bedrock affecting the infiltration basin or sub-surface detention system. 5. PAYMENT OF BILLS There were no bills. Conservation Commission Minutes July 22, 2021 p. 2 of 2 6. OTHER BUSINESS 198 Shore Road Re-subdivision — Request for determination of no Regulated Activity. Staff reviewed the proposed re-subdivision plan for 198 Shore Road and the request for a determination of no regulated activity. The new structure is located north of the existing driveway and the area noted for construction does not drain towards the on-site wetlands and watercourse. The existing driveway will be the access. Motion: Motion made by I. Plis, second by W. Thomas to find the proposed re-subdivision does not involve regulated wetland activity. Vote: 6-0 7. ADJOURNMENT Motion: Motion made by W.
