1. CALL TO ORDER
The meeting was called to order by Chairman Muckle at 6:30 p.m.

2. APPROVAL OF MEETING MINUTES
Motion: Made by T. Maidelis, seconded by K. Kriet to approve the June 12, 2025 meeting
minutes.
Vote: 5-0
3. NEW APPLICATIONS - No new applications received.

5. OTHER BUSINESS
Release of Bond — Permit #C-15-11: 11 Oak Road wetland mitigation planting
The Commission reviewed photographs of the wetland conservation area taken by staff and the
monitoring reports prepared in accordance with the permit requirements.
Motion: Made by K. Kriet, seconded by T. Maidelis to release the remaining bond amount
for the wetland mitigation planting to the developer.
Vote: 5-0
Public Act 25-73: concerning training for inland wetland agencies
Staff discussed the up-coming training requirements for commission members and staff.
CACIWC 2025/12026 Sustaining Membership renewal - $75.00
Motion: Made by K. Kriet, seconded by I. Plis to renew the CACIWC sustaining
membership for $75.00.
Vote: 5-0
39 Niantic River Road: Request to cut and remove vegetation adjacent to wetlands: Section 4.1.d
Staff reported that the application for a 4.1.d permitted use was received after the agenda was
posted but within the statutory timeframe for the Commission to accept and review at this
meeting.

The Commission reviewed a site map and aerial photo of the area proposed to be maintained.
Staff explained multi-flora rose is established along the eastern edge of the wetland and
phragmites is the primary vegetation in the wetland and channel. The Commission determined
the manual cutting and removal of invasive shrubs up to the edge of the delineated wetland
boundary is a permitted use under Section 4.1.d as maintenance. It was noted that the use of any
machinery to conduct the activity requires an additional review and determination by the
Commission.
Motion: Made by T. Maidelis, seconded by D. DeNoia to authorize the manual removal of
invasive shrubs up to the boundary of the wetland under Section 4.1.d of the regulations.
