On behalf of the Waterford Democratic Town Committee, I offer this letter of support for Josh
Kelly for the Board of Finance to fill the vacancy that ends on 11/4/25. His contact information

Josh is an engaged, knowledgeable, and level-headed individual who would make a valuable
addition to the Waterford Board of Finance. He has previously served on the Waterford Zoning
Board of Appeals, the Representative Town Meeting, and the Inland Wetland & Conservation
Commission. Josh continues to involve himself in town with a true passion for helping Waterford
be the best it can be.
In addition to his public service in Waterford, Josh has an impressive professional background.
He has held roles as a Management Analyst, Town Administrator/Manager, Sewer
Administrator, and Chief Executive Officer in the towns of Winchester and Bolton. In these
positions, Josh secured $9.8 million in grants and managed annual budgets and capital
improvement plans ranging from $22.9 million to $36 million. Currently, he leads the Thames
Valley for Community Action (TVCCA) as the Chief Executive Officer. In this role, he manages
400 employees, develops a $46 million budget/capital improvement plan, and implements
policies and long-term goals contributing to TVCCA’s success.
The DTC believes that he would be an impactful addition to the Board’s deliberations. We
strongly recommend that Josh Kelly is appointed to the Board of Finance.
