Regular Meeting Minutes 
 
Date: Monday, April 10, 2023 Place: Waterford Town Hall, Large Auditorium Room, 15 Rope Ferry Rd 
Time: 5:00pm – 8:30pm 
 
Board Members Present: Marilyn Lusher, Chair, Lee Couture, Cathy Gonyo, Jerry Porter 
Board Members Absent: John Morgan 
Staff Present: Paige Walton, Assessor, Jacquelyn Jackson, Secretary 
 
The Board of Assessment Appeals met on Monday, April 10, 2023. The meeting was called to order at 
5:04pm 
All decisions were voted on by Board members Marilyn Lusher, Lee Couture, Cathy Gonyo and Jerry 
Porter. 
 
The following decisions were made: 
 
1. Cusano, Raymond – 552 Boston Post Rd  
Decision: The Board voted unanimously to reduce the assessment to $84,010 
 
2. Jacques, Allan & Kathleen – 10 Magonk Point Rd  
Decision: Decision was tabled pending further review. 
 
3. Jacques, Allan & Kathleen – 12 Magonk Point Rd 
Decision: Decision was tabled pending further review. 
 
4. Jacques, Richard – 18 Magonk Point Rd   
Decision: Decision was tabled pending further review. 
 
5. Patterson, Gary & Bonnie – 17 Magonk Point Rd 
Decision: Decision was tabled pending further review. 
  
6. Serluca, Fred & Patricia  – 16 Maple Court   
Decision: The Board voted unanimously to reduce the assessment to $273,870 
 
7. Hatfield, Dana  & Rolfe, Amy  – 592 Mohegan Ave Pkwy  
Decision: The Board voted unanimously to reduce the assessment to $63,470 
 
8. Hatfield, Dana  & Rolfe, Amy – 197 Old Norwich Rd  
Decision: The Board voted unanimously, no change in assessment.

Decision: Decision was tabled pending further review.

Decision: The Board voted unanimously, no change in assessment due to failure to appear.

Decision: The Board voted unanimously, no change in assessment due to failure to appear.

Decision: The Board voted unanimously, no change in assessment.

Decision: The Board voted unanimously, no change in assessment.

Decision: After field review, the Board voted unanimously to reduce the assessment to $292,330
