Regular Meeting Minutes 
 
Date: Tuesday, April 11, 2023 Place: Waterford Town Hall, Large Auditorium Room, 15 Rope Ferry Rd 
Time: 5:00pm – 8:30pm 
 
Board Members Present: Marilyn Lusher, Chair, Lee Couture, Cathy Gonyo, John Morgan 
Board Members Absent: Jerry Porter 
Staff Present: Paige Walton, Assessor, Jacquelyn Jackson, Secretary 
 
The Board of Assessment Appeals met on Monday, April 11, 2023. The meeting was called to order at 
5:00pm 
All decisions were voted on by Board members Marilyn Lusher, Lee Couture, Cathy Gonyo and John 
Morgan. 
 
The following decisions were made: 
 
1. Spery, Mark & Frish, Anabel – 21 Oswegatchie Rd  
Decision: The Board voted unanimously to reduce the assessment to $371,760 
 
2. Shay, Edward & Judith – 41 Oswegatchie Rd  
Decision: The Board voted unanimously to reduce the assessment to $369,020 
 
3. Smith, Thomas & Nancy – 51 Oswegatchie Rd 
Decision: The Board voted unanimously to reduce the assessment to $1,215,550 
 
4. Klesczewski, Kenneth – 53 Oswegatchie Rd   
Decision: The Board voted unanimously to reduce the assessment to $702,800 
 
5. Sgandurra, Charles – 21 Riverside Dr 
Decision: The Board voted unanimously to reduce the assessment to $463,820 
  
6. Cole, Amelia  – 9 Rogers Hill Rd   
Decision: The Board voted unanimously, no change in assessment due to failure to appear. 
 
7. Fantacci, Nickie  – 35 Roseleah Dr  
Decision: The Board voted unanimously to reduce the assessment to $164,750 
 
8. Shakir, Bradford – 15 Roxwood Rd  
Decision: The Board voted unanimously to reduce the assessment to $193,040 
 
9. Szot, Cordell – 158 Old Norwich Rd  
Decision: Removed hot tub with no value off the street card. Assessment remains the same.

Decision: Decision was tabled pending square footage review. 
 
11. Grimsey, Charles & Cordette – 37 Oswegatchie Rd   
Decision: The Board voted unanimously to reduce the assessment to $389,120 
 
12. Petrilli, Marjie – 145 Oswegatchie Rd 
Decision: The Board voted unanimously to reduce the assessment to $574,040 
 
13. Pappas, Helen – 14 Ridgewood Ave  
Decision: John Morgan abstained from voting. The remaining Board members voted to reduce 
the assessment value to $341,770 
 
14. Vought, Linda  – 38 Rockwood Dr 
Decision: The Board voted unanimously, no change in assessment. 
 
15. Dwyer, Margaret  – 54 Rope Ferry Rd, Unit C43  
Decision: The Board voted unanimously, no change in assessment. 
 
16. Rosemary Lane Garden Club Inc – 9 Rosemary Lane    
Decision: The Board voted unanimously to reduce the assessment to $7,680 
 
17. Ghale, Deu – 24 South Bartlett Rd 
Decision: The Board voted unanimously, no change in assessment. 
 
18. Finlayson, Matt & Vars, Ami – 4 Spinnaker Rd 
Decision: The Board voted unanimously to reduce the assessment to $426,250 
 
19. Edson, Desiree – 10 Lanyard Lane  
Decision: The Board amended the decision from April 4, 2023 to make the following change to 
the assessment for 10 Lanyard Lane: The Board voted unanimously to reduce the assessment to 
$311,830 
 
20. Marelli, Robert   – 58 Miner Ave 
Decision: The Board amended the decision from April 10, 2023 to make the following change to 
the assessment for 58 Miner Avenue: The Board voted unanimously to reduce the assessment 
to $128,980 
 
There being no further business, the meeting was adjourned at 9:10pm.
