Regular Meeting Minutes 
 
Date: Saturday, April 15, 2023 Place: Waterford Town Hall, Large Auditorium Room, 15 Rope Ferry Rd 
Time: 10:00am – 3:00pm 
 
Board Members Present: Marilyn Lusher, Chair, Jerry Porter, Lee Couture, Cathy Gonyo, John Morgan  
Staff Present: Paige Walton, Assessor, Jacquelyn Jackson, Secretary 
 
The Board of Assessment Appeals met on Saturday, April 15, 2023. The meeting was called to order at 
10:00am 
All decisions were voted on by Board members Marilyn Lusher, Jerry Porter, Lee Couture, Cathy Gonyo 
and John Morgan. 
 
The following decisions were made: 
 
1. Mooers, Lisa – 3 Shawandassee Rd  
Decision: The Board voted unanimously to reduce the assessment to $974,140 
 
2. Walworth, Robert & Joan & Mooers Partners LLC  – 7 Shawandassee Rd 
Decision: The Board voted unanimously to reduce the assessment to $826,750 
 
3. Van Arnam, David & Barbara – 15 Shawandassee Rd 
Decision: The Board voted unanimously, no change in assessment due to failure to appear. 
 
4. Neilan, Paul & Karon – 14 Stoneheights Dr   
Decision: Withdrawn per appellant  
 
5. Koubassov, Roman – 6 Sunniecrest Dr  
Decision: The Board voted unanimously to reduce the assessment to $160,900

members voted to reduce the assessment to $255,570.

Decision: The Board amended the decision from April 11, 2023 to make the following change to 
the assessment for 35 Oswegatchie Rd: The Board members voted unanimously to reduce the 
assessment to $466,470.  
 
34. Jacques, Allan & Kathleen – 10 Magonk Point Rd  
Decision: Previously tabled from April 10, 2023. John Morgan abstained from voting. The 
remaining Board members voted no change in assessment. 
 
35. Carey, Brian & Mona – 11 Magonk Point Rd 
Decision: Previously tabled April 10, 2023. John Morgan abstained from voting. The remaining 
Board members voted no change in assessment.
