Regular Meeting Minutes 
 
Date: Monday, April 24, 2023 Place: Waterford Town Hall, Large Auditorium Room, 15 Rope Ferry Rd 
Time: 5:00pm – 8:30pm 
 
Board Members Present: Marilyn Lusher, Chair, Lee Couture, Cathy Gonyo, John Morgan, Jerry Porter 
Staff Present: Paige Walton, Assessor, Jacquelyn Jackson, Secretary 
 
The Board of Assessment Appeals met on Monday, April 24, 2023. The meeting was called to order at 
5:00pm 
All decisions were voted on by Board members Marilyn Lusher, Lee Couture, Cathy Gonyo, Jerry Porter 
and John Morgan. 
 
The following decisions were made: 
 
1. BSS Trust - Ficca, Betsy – 50 Windward Way 
Decision: The Board voted unanimously to reduce the assessment to $515,670 
 
2. Stocker, Joel – 6 West Strand Rd  
Decision: Chairwoman Lusher and John Morgan abstained from voting. The remaining Board 
members voted to reduce the assessment to $190,000 
 
3. Vallas, Chris – 4 Wilson Ave 
Decision: The Board amended the decision from April 15, 2023 to make the following change to 
the assessment for 4 Wilson Ave:  The Board voted unanimously to reduce the assessment to 
$129,110 
 
4. Hughes, Dorothy A. & John J.– 52 Niantic River Rd   
Decision: The Board voted unanimously to reduce the assessment to $710,090 
 
5. Servodidio, Gregory F. – 900 Hartford Tpke. 
Decision: The Board voted unanimously, no change in assessment. 
  
6. Servodidio, Gregory F.  – 155 Waterford Parkway North  
Decision: The Board voted unanimously, no change in assessment. 
 
7. Pandolfe, James Jr.  – 4 Hansson St. 
Decision: The Board voted unanimously to reduce the assessment to $134,900 
 
8. Murphy, Patricia & Wynne, John – 40 Shore Dr. 
Decision: The Board voted unanimously to reduce the assessment to $411,620 
 
9. Reder, Michael R. – 209 Bloomingdale Rd  
Decision: The Board voted unanimously to reduce the assessment to $215,200

Decision: The Board voted unanimously to reduce the assessment to $216,950.

Decision: The Board voted unanimously to reduce the assessment to $668,310 
 
12. Welsh, Robert – 52 Shore Dr 
Decision: John Morgan abstained from voting. The remaining Board members voted to reduce 
the assessment to $337,410 
 
13. Welsh, Robert – 221 Butlertown Rd  
Decision: John Morgan abstained from voting. The remaining Board members voted to reduce 
the assessment value to $158,970 
 
14. Greco, Julie, J Squared Enterprises LLC  – MV 2021 Jeep Wrangler 
Decision: Lee Couture abstained from voting. The remaining Board members voted no change in 
assessment. 
 
15. Pettinari, Janet  – PP Town Talk 13  
Decision: The Board voted unanimously, no change in assessment. 
 
16. Hallberg, Victor – 90 Foster Road   
Decision: The Board voted unanimously to reduce the assessment to $66,330 
 
17. Spence-English, Sonia – 40 Hickory Lane 
Decision: The Board voted unanimously to reduce the assessment to $199,970 
 
18. Damron, Forest & Suzanne, Ami – 23 Granite Ct 
Decision: The Board voted unanimously to reduce the assessment to $257,900 
 
19. Church, Jane – 29 Oswegatchie Rd 
Decision: The Board voted unanimously, no change in assessment due to failure to appear. 
 
20. Serluca, Thomas & Diane  – 53 Braman Rd 
Decision: The Board voted unanimously, no change in assessment due to failure to appear.  
 
21. Reveruzzi, Lisa – 14 Shore Dr. 
Decision: Chairwoman Lusher abstained from voting. The remaining Board members voted to 
reduce the assessment to $265,440 
 
22. Arfi, Maurice – 38 Niantic River Road 
Decision: The Board voted unanimously to reduce the assessment to $543,490 
 
23. Estate of Jean Rogers/Charles Rogers Executor – 20 Tiffany Avenue 
Decision: Withdrawn by appellant.  No change in assessment.

The minutes from the April 15th meeting were accepted as amended. The following corrections were 
made: 
 
21 West Strand Rd – John Morgan abstained from voting.  
35 Oswegatchie Rd – John Morgan abstained from voting.  
 
There being no further business, the meeting was adjourned at 9:11 pm.
