additional appropriations and stated combining YFS, SS and R&P would be
beneficial for the community
Sandra Ribeiro Flood & Erosion Control Board Report concerns with
Vegetation under and alongside Niantic River Road

4a. To Consider and act on a recommendation from Rawle Dummett,
Purchasing Agent, on behalf of Recreation & Parks for surplus disposal of
the assets below:

5. Finance Department Cooperative Purchasing- Police Vehicles: To consider
and act on a recommendation from Rawle Dummett, Purchasing Agent on

behalf of the Police Department to approve the Purchase of two (2) 2023
Chevy Tahoes from Sullivan’s Northwest Hills Chevy, in the total amount of
$81,631.20, per state contracts. Funds would be available in line item 24207-
54070 Vehicle Replacement.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous

6. Finance Department Cooperative Purchasing- Trenchless Pipeline
Rehabilitation Services: To consider and act on a recommendation from
Rawle Dummett, Purchasing Agent on behalf of the Utility Commission to
award the contract for the supply of the Trenchless Pipeline Rehabilitation
Services to Vortex Services LLC, not to exceed $100,000. Funds would be
available-in line item 20531-57685. I and I Mitigation and Control.
7. Finance Department Bid Waiver-Utility Billing Software System: To
consider and act on a recommendation from Rawle Dummett, Purchasing
Agent on behalf of the Utility Commission to award the contract for new
billing software to inHance, not to exceed $130,000. Funds would be available
in line item 33123-55906 WUC Billing Software.

8. First Selectman’s Office: To consider and act on a proposal to extend the
lease on the cell tower land located at the Miner Lane former landfill for an
additional 50 years from date of execution of an amended lease, for a one time
prepayment of $685,000, subject to review by the Town Attorney, and
authorize the First Selectman to sign the final terms of the extended lease,
with American Tower Asset Sub II, LLC.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0
9. Public Works: To consider and act on a request for an additional
appropriation from Gary Schneider, Public Works Director in the amount of
$32,350 for Elevator reconditioning line item 20511-57874, due to prevailing
wage and fringe benefits, if approved, to forward to the Board of Finance.
MOTION to amend agenda item 9 by Nazarchyk, and seconded by Sabilia, VOTING
IN FAVOR: unanimous VOTE:3-0

Agenda item 9 amended as follows, Public Works: To consider and act on
a request for an additional appropriation from Gary Schneider, Public Works
Director in the amount of $32,350 for Elevator reconditioning line item
20511-57874, due to prevailing wage, if approved, to forward to the Board of
Finance.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0
10.Public Works: To consider and act on a request for an additional
appropriation from Gary Schneider, Public Works Director in the amount of
$1,762,736 for additional paving structural improvements and repairs to
Niantic River Road, Oil Mill Road, Shore Road, and New Shore Road, if
approved, to forward to the Board of Finance.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0
11. Public Works: To consider and act on a request for an appropriation from
Gary Schneider, Public Works Director in the amount of $35,000 to be moved
from designated to appropriated from Capital and Non-recurring to line item
20530-57868-Bridge Engineering Plan, if approved, to forward to the Board
of Finance.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0
12. Public Works: To consider and act on a request for an appropriation from
Gary Schneider, Public Works Director in the amount of $35,000 to be moved
from designated to appropriated from Capital and Non-recurring to line item
20530-57867-Niantic River Road Sidewalk Plan. if approved, to forward to the
Board of Finance.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0
13.Public Works: To consider and act on a request from Gary Schneider, Public
Works Director to merge line item 31121-55852 ($25,000) toa new CNR
line number for the Town Hall bathrooms, if approved, to forward to the
Board of Finance.

MOTION to amend agenda item 9 by Nazarchyk, and seconded by Sabilia, VOTING
IN FAVOR: unanimous VOTE:3-0
Agenda item 13 amended as follows, Public Works: To consider and act ona
request from Gary Schneider, Public Works Director to transfer line item 31121-
55852 ($25,000) toa new CNR line number for the Town Hall bathrooms, if
approved, to forward to the Board of Finance.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0
14.Public Works: To consider and act on a request for an additional
appropriation from Gary Schneider, Public Works Director in the amount of
$217,100 for construction costs to repair the Town Hall Bathrooms and to
request funds go to a new CNR line number, if approved, to forward to the
Board of Finance.
MOTION by Nazarchyk, and seconded by Brule, VOTING IN FAVOR: VOTE:2-1 (Sabilia)
15. Finance Department: To consider and act on the following request for an
Inter-Department Out of Series Transfer from the Finance Director, Kim
Allen, in the amount of $128,457 for FY22, if approved, to forward to the
Board of Finance.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR: unanimous
VOTE:3-0
16.Fire Services: To consider and act on the following request for an In Series
Transfer from the Fire Services Director, Michael Howley i in the amount of
$4,000 for two SCBA compressors.

17.Finance Department: To consider and act on the following request for an
Out of Series Transfer from the Finance Director, Kim Allen, in the

Out of Series Transfer from the Finance Director, Kim Allen, in the
amount of $48,000 for the Assessor’s office professional fees if approved
to forward to the Board of Finance.

Waterford Flood and Erosion Control Board
Niantic River Road Erosion Report
Approved December 1, 2021
To the Waterford Board of Selectmen and Conservation Commission:
On October 6, 2021, following the public comment of several concerned residents, the
Flood and Erosion Control Board conducted a site walk along Niantic River Road in the vicinity
of 3rd and 4th Avenues. Our members found the concerns of the residents to be justified as we
documented and observed considerable erosion up to and beneath Niantic River Road.
Consistent with our charge to document and report flooding and erosion issues, we wanted to
advise the Board of Selectmen and the Conservation Commission of our observations and
concerns,
Attached, you will find the minutes from the site walk as well as relevant photographs
showing the extent of the erosion. There exists, in some sections of this area, erosion barriers. In
the areas where erosion barriers are absent, there is significant erosion of the embankment
supporting Niantic River Road and evidence of erosion underneath the roadway itself. It appears
that a combination of loose, sandy and rocky soil, extreme rainfall events, and recent storms have
all created an increasingly hazardous situation for this section of roadway.
We strongly recommend that a professional survey of this area be completed to prevent
any risk to the integrity of Niantic River Road. Possible solutions may depend on the
significance of the erosion underneath the road, but will likely require the extension of the
erosion barriers across this section of the embankment.

Members Present: Baird Welch-Collins, George Harran, Alex Kuvalanka, Chris Callahan
Residents Present: Susan Perry Luxton, Charlie Perry, Rich Cirillo, Patricia Couture, Richard
Heller, Sandra Ribeiro, Geraldine Kuenkler, Michelle Palmieri, Chad Gentile, Jeannine Kenney,

1. Special Meeting called to order at 5:30 pm by Baird Welch-Collins.
2. Site Walk Niantic River Road Erosion
a. FECB members met with residents to view & discuss their concerns regarding
sedimentation erosion occurring along Niantic River Road in the vicinity of 3 &
t4 n avenues.
b. The erosion taking place is due in part to the Niantic River eroding the base of
the bank below Niantic River Road & at the base of 5 power poles along the road
in the vicinity of 34 & qin avenues.
c. The existing erosion control consists of large boulders that were placed along the
beach at the base of the bank. The river flows freely in & around the boulders
eroding the base of the bank. Vegetation is present on the bank however; it is
not of the types that would help to absorb or stabilize any runoff.
d. Additionally, previous strong storms have produced runoff that flows across the
road & flows down the bank causing further erosion of the bases of the 5 power
poles and the edge of Niantic River Road.
e. FECB will contact Town Staff to determine the appropriate action to be taken.
