3. Public Comment: Jeannine & Terry Kenney-Concems with Erosion
occurring on Niantic River Road, impacts the erosion has on their home and
inquiring about the Town’s plan to address the erosion.
4, Finance Department-Cooperative Purchasing-Cohesity Dataprotect: To
consider and act on a recommendation from Rawle Dummett, Purchasing
Agent, on behalf of the IT Department, to award the contract for Cohesity
Dataprotect to Total Communication in the amount of $35,570.73. Funds
available in line item 10147-54130 Computer Equipment.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR:

5. Information Technology Department: To consider and act on the following
request for an Out of Series Transfer from the IT Manager, Jeffrey Robillard,
in the amount of $20,273 due to IT infrastructure support services needed.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR:
unanimous VOTE:3-0
6. Police Department: To consider and act on the following request for an
additional appropriation to fund a new Capital Improvement Project from
the Chief of Police, Mare Balestracci, in the amount of $88,016 to update the
Evidence Room and Armory within the Police Department.
MOTION by Nazarchyk, and seconded by Sabilia, VOTING IN FAVOR:

7. Emergency Management: To consider and act on the following request for
an In Series Transfer from the Emergency Management Director, Steve
Sinagra, in the amount of $50,000 for overtime.

8. Fire Services: To consider and act on a request for funds to be moved from
designated to appropriated from the Fire Services Director, Michael Howley, in
the amount of $25,000 for radio/communication equipment in line #20522-
57794,
Discussion: Due to the verbiage used originally in CIP in 2016
MOTION by Nazarchyk to Table Agenda item #8 to a further date and seconded
by Sabilia, VOTING IN FAVOR: unanimous VOTE:3-0
9. First Selectman: To consider and act on a recommendation from the First
Selectman, Robert Brule, to approve the Board of Selectmen 2023 Regular
Meeting schedule and 2023 Budget Schedule.

10.Appointments & Resignations:
11a. To consider and act on the reappointment of Eileen Olynciw to the Historic
Properties Commission for the term of 11/01/22-10/31/27.

Retirement Commission to serve the term on December 2022 to December
2023.

I apologize for the timing, but respectfully request that appointment of the BoS's representative on the Retirement
Commission be added to tonight's meeting agenda under New Business.
The pertinent ordinance is attached for your reference, which requests that the annual appointment be made during
the month of December. This year, because of issues with proposed budget timing and last-minute scheduling
conflicts thwarting quorum achievement in November, we are asking appointing bodies to lock in members for the
new term at their first December meetings, if possible.

Chapter 2.120 - RETIREMENT SYSTEM
2.120.010 - Established.
There is in the town a retirement system for regular town employees and officials, other than such
employees as are covered by the Connecticut Teacher's Retirement System, or under the
establishment of a retirement system according to the Municipal Employee Relation Act or any such
official as may not receive the major portion of his or her compensation from the town, who qualify
therefor under Section 2.120.070 of this chapter.
(Amend. of 4-18-17(1); Prior code § 2-81)
2.120.020 - Commission created—Composition.
There is a retirement commission which shall consist of seven electors of the town as follows:
A. Amember of the board of police commissioners to be appointed by the board of police
commissioners annually, subsequent to December 1st but no later than December 31st;
B. Amember of the board of selectmen to be appointed by the board of selectmen annually,
subsequent to December 1st but no later than December 31st;
Cc. Amember of the board of education to be appointed by the board of education annually,
subsequent to December 1st but no later than December 31st;
D. Amember of the board of finance to be appointed by the board of finance biennially, for a
two-year term, subsequent to December 1st but no later than December 31st of each odd-
numbered year;
E. Two members of the representative town meeting to be appointed by the representative town
meeting biennially, for a two-year term at the regularly scheduled December meeting of each
odd-numbered year;
F. Amember of the fire service to be appointed by the director of fire services annually,
subsequent to December 1st but no later than December 31st.
