1. CALL TO ORDER AND APPOINTMENT OF ALTERNATES
Meeting was called to order by Chairman Muckle at 6:30PM. I. Plis was seated for G.
Renegar, M. Shea was seated for M. Keatley.
2. APPROVAL OF MINUTES January 11, 2024 Meeting Minutes
Motion: Made by T. Maidelis and seconded by K. Kriet to approve the January 11, 2024
meeting minutes.
Vote: 7-0-0
3. NEW APPLICATIONS
No new applications received.
4, APPLICATION REVIEW
C-23-08: 33 Kenyon Road, New Construction, Congregation Beth El Temple, Inc. —
Applicant, Wayne S. Garrick, AIA — Agent - Review Plan Revisions & Draft Approval with
Conditions: Action Date — February 3, 2024
Chairman Muckle asked if the Commission was satisfied with the special conditions and
considerations of the drafted permit and requested if there were additional conditions from
the Commission. K. Kriet requested the plans be signed and stamped by the engineer. M.
Wujtewicz responded that final plans are required to have the engineer’s live seal and
signature prior to filing on the land records.
Chairman Muckle polled the Commission to confirm they are familiar with the application
record. He advised if they are not familiar with the record to abstain from voting.
Motion: Made by W. Thomas and seconded by I. Plis to approve application C-23-08 with
the conditions and considerations contained in the draft permit and the condition that final
plans be stamped and signed by the engineer prior to filing on the land records.
Vote: 5-0-2 (D. Lersch and M. Shea abstained)
C-23-12: 1122-1124 Hartford Turnpike, Construction of tree/lumber facility - East Lyme
Tree Services — Applicant/Owner, - Action Date — February 8, 2024
No discussion, item tabled until February 8, 2024 meeting.

5. VIOLATIONS ;
C-23-12; 1122-1124 Hartford Turnpike, Construction of tree/lumber facility - East Lyme
Tree Services — Applicant/Owner.
No discussion.
6. OTHER BUSINESS
Kevin Blacker, 11 Church Street, Noank discussed potential alternative means of producing
construction aggregate materials and requested the Commission support the alternatives. M.
Wujtewicz recommended he schedule a meeting with the Planning Department staff to
discuss the proposal.
7. CORRESPONDENCE
CT Association of Wetland Scientist (CAWS) — Annual Meeting and Environmental
Conference, March 7, 2024 invitation.
