Call to order and establish quorum: Meeting called to order by Commissioner
Dimmock at 5:00
Public input: None
Acceptance of minutes: Meeting minutes for the month of December accepted by
the Commission, Moved: Sheridan, Seconded: Gelinas
Correspondence: Several items received.
Traffic Commission Review:
Traffic Officer Spearrin noted that people have made and are putting up their own
no parking signs, they appear to be high quality. Spearrin noted that when the
signs are located they are being removed by the Town and discarded.
Chief's report: Chief’s report was received.
Old business:
Civilian Complaint notifications

The Chief informed the Commission that he would inform them of any civilian
complain received by the department.
New business:
Letter to POST Director Fasano regarding WPD and Mobile Outreach:
Chief Mahoney explained that due to the Police Accountability Act, police
agencies are required to send their plans for working with social
outreach/mental health agencies. Chief Mahoney explained that the
i Waterford Police Department has worked with the Southeastern Mental
Health Authority for close to a decade on this type of partnership, and that
this would continue.
Additionally Chief Mahoney said that of the 42 officer positions Waterford
currently has, 34 are Crisis intervention (CIT) certified, four are scheduled to
be trained, and seven are currently on FTO or in the academy. Chief
Mahoney said that it is the goal of the WPD to have all members trained in
CIT by the end of the year.
General notice 20~ 11 Mental Health screening:
Chief Mahoney explained the general notice, and what that would mean to
the agency ~ five-year mental health reviews for police officers, including
costs, time away from the department, and potential union issues.
General notice 20-12 Drug screening:
Chief Mahoney explained the general notice, and what that would mean to
the agency ~ three-year drug screening for police officers, based off of the
recertification calendar. Chief stated that the department does not have a
testing site at this time.
Upcoming Sergeant promotion: Date to be determined
Upcoming Detective promotion: Date to be determined
K9 reports — Chief asked if the Commission wanted the 9 Training portion
of the monthly report, they did not. Motion to remove the K9 training
portion of the monthly report only, the K9 usage report remains. Motion:
